Scope of Work
The City of Phoenix is seeking up to two qualified engineering consultants to provide project management and construction administration and inspection services on an as-needed basis in support of the Street Transportation Department's, Design and Construction Management Division, Horizontal Project Management Team. Services will include full-time project management for a variety of horizontal transportation infrastructure projects and will be performed on-site at City facilities.
Pre-Submittal Meeting
A pre-submittal meeting will be held at 10:00 am on Tuesday, January 20, 2026, at 1034 E. Madison St. Phoenix, AZ 85034 (DCM), Gecko Conference Room and via Microsoft Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.

Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in eProcurement https://procurement.opengov.com/
portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
