Scope of Work
The City of Phoenix is seeking a qualified contractor to provide preconstruction services and complete construction services for the Union Hills Water Treatment Plant - Finished Water Improvements Construction Manager at Risk (CMAR) project. This project will involve the construction of a new 20 million gallon (MG) Reservoir at the Union Hills Water Treatment Plant, rehabilitation of the existing 40 MG reservoir, and improvements associated with bringing the new reservoir into service. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project.
A Small Business Enterprise goal will be established prior to the start of construction
Pre-Submittal Meeting
A pre-submittal meeting will be held at 11:00 am on Friday, January 16, 2026, at 200 W. Washington Street, Phoenix City Hall, 5th Floor, Room 5 West and via Teams for both CMAR and Engineering Services. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.

On Thursday, January 8, 2026 the Request for Qualifications packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Firms receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in eProcurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
