WS90100117 / BUREAU OF RECLAMATION STATEMENTS OF QUALIFICATIONS WILL BE DUE: FRIDAY, FEBRUARY 20, 2026, AT 12:00 PM *All times are local Phoenix time Scope of Work The City of Phoenix is seeking a qualified engineering consultant/consultant team to provide engineering services for the Sub-Regional Operating Group 91st Avenue Wastewater Treatment Plant Solids Rehabilitation Phase 2. Services may include engineering analyses, design, permitting, programming, and possible construction administration and inspection services. This project site is located at 91st Avenue Wastewater Treatment Plant. This project will be funded in part by the U.S. Bureau of Reclamation. Respondents are advised to review the requirements outlined in the Department of the Interior’s Office of Grants Management guidance. Compliance with all applicable federal regulations is mandatory. Pre-Submittal Meeting Information A pre-submittal meeting will be held at 11:00 am on Tuesday, January 20, 2026, at 200 W. Washington Street, Phoenix City Hall - 5th Floor, 5 West and via Teams for both Engineering Services and Construction Manager at Risk. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal. Request For Qualifications Packet On Thursday, January 8, 2026 the Request for Qualifications packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above. Firms must be registered in e-Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
