NOTICE TO CONTRACTORS AND CALL FOR PROPOSALS REQUEST FOR QUALIFICATIONS FOR CONSTRUCTION MANAGER AT RISK FOR FLOREO AT TERAVALIS WATER RECLAMATION FACILITY: PHASE 1 NOTICE IS HEREBY GIVEN that Trillium Management Development Company LLC is seeking a qualified Construction Manager at Risk (CM@Risk) to provide design phase assistance to Wilson Engineers, LLC and to complete construction services as the Construction Manager at Risk for the Floreo at Teravalis Water Reclamation Facility (WRF) Phase 1 (Project). Trillium Management Development Company LLC intends to procure these services in accordance with Ariz. Rev. Stat. § 34-603, et. Seq utilizing the qualification-based selection process. Trillium Management Development Company LLC will be the contracting agency and the City of Buckeye will own and operate the improvements after final acceptance. Wilson Engineers, LLC will be the Engineer of Record preparing the construction plans, specifications, and design reports for the Project. Wilson Engineers, LLC has obtained the necessary document approvals from ADEQ and the Maricopa County Environmental Services Department (MCESD). Upon completion, Wilson Engineers, LLC will obtain the Approval to Commence Operations from the Maricopa County Environmental Services Department. A MANDATORY In-Person Pre-Submittal Meeting is scheduled for Tuesday, January 20, 2026 at 3:30pm. At this meeting, the scope of work, general contract issues and responses to questions from the attendees will be discussed. All proposed applicants must be in attendance and should e-mail floreowrfphase1@wilson-engineers.com to be added to the invitee list for the meeting. Statement of Qualifications (SOQs) shall be emailed and received by Friday, February 6, 2026 at 4:00pm to: floreowrfphase1@wilson-engineers.com. Hard copy mailed submissions will not be accepted. Statements shall be in the actual possession of Wilson Engineers, LLC on or prior to the exact date and time indicated above. Statements received after that time will not be considered. All submittals shall include the title of the project in the email subject line. A selection panel will evaluate, review and score the Statements of Qualifications and performance data submitted in response to this Request for Qualifications (RFQ). The firm with the highest combined score from the Statement of Qualifications evaluation will be selected to enter negotiations for a contract. The Owner will not release the names of respondents or any submittal information prior to award or termination of the procurement, except that the names of firms selected for the final list may be made available to the public in accordance with A.R.S §34-603(H). Interested parties must obtain a Request for Qualifications (RFQ) Package prior to submitting a Statement of Qualifications. These documents describe the work to be performed; the general requirements; the selection process and basis for selection; and summarize the project elements, quality expectations, standards & specifications to be followed, the owner's objectives and other similar matters. Respondents intending to submit SOQs are hereby notified that Trillium Management Development Company LLC will make no reimbursements for any costs incurred prior to issuance of a formal "notice to proceed."
