NOTICE OF BUDGET HEARING, ANNUAL ELECTION OF SCHOOL BOARD MEMBERS, BUDGET VOTE AND REGISTRATION OF VOTERS WAPPINGERS CENTRAL SCHOOL DISTRICT   NOTICE IS HEREBY GIVEN, that the annual budget hearing will be held for the residents of the Wappingers Central School District on Monday, May 11, 2026 at Roy C. Ketcham High School, 99 Myers Corners Road, Wappingers Falls, New York at 5:00 p.m. for the 2026-2027 school district budget.   NOTICE IS FURTHER GIVEN, that applications for early mail ballots and absentee ballots for the School District Election and Vote may be obtained at the Office of the District Clerk, 25 Corporate Park Drive, P.O. Box 396, Hopewell Junction, New York or on the district’s website (www.wappingersschools.org), and must be submitted to the Office of the District Clerk no earlier than April 20, 2026, and at least seven (7) days prior to the election, if the ballot is to be mailed to the voter or the day before the election, if the ballot will be picked up personally by the voter or their designated agent. Qualified military voters may request a military absentee ballot application from the District Clerk between 8:30 a.m. and 3:30 p.m., and may indicate their preference to receive a military absentee ballot application via mail, facsimile, or electronic mail. Absentee ballots for military voters shall be administered in accordance with the provisions of Section 2018-d of the Education Law and Part 122 of the Commissioner’s Regulations. Early mail ballots and absentee ballots must be received by the District Clerk no later than 5:00 p.m. prevailing time, on May 19, 2026. A list of all persons to whom early mail ballots and absentee ballots are issued will be available for public inspection by any qualified voter of the District starting May 14, 2026 by appointment with the District Clerk, weekdays, between 8:30 a.m. – 3:30 p.m. and on Saturday, May 16, 2026, by appointment.   NOTICE IS FURTHER GIVEN, that a vote upon the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, a vote upon any other proposition legally proposed, and the vote for candidates for members of the Board of Education will be held at the polling places hereinafter set forth on the 19th day of May 2026, on which day the polls will be kept open between the hours of 7:30 a.m. and 9:00 p.m., Eastern Daylight Savings Time.   NOTICE IS FURTHER GIVEN, that the following terms are to be filled on the Board of Education:   TERM                       NAME OF PRESENT INCUMBENT Three (3) years           Peggy Kelland Three (3) years           John C. Lumia Three (3) years           Keith Odums   Pursuant to proposition previously adopted by the voters of this District, the vacancies are not considered separate specific offices; however, a petition is required to nominate a candidate for election. The petition must be directed to the Clerk of the District, must be signed by at least fifty-eight (58) qualified voters of the District, must state the residence of each signer, and must state the name and residence of the candidate.   Petitions nominating candidates for the office of member of the Board of Education must be filed not later than the 20th day of April 2026 with the Clerk of the District between the hours of 8:30 a.m. and 3:30 p.m., except that petitions will be accepted until 5:00 p.m. on April 20, 2026.   NOTICE IS FURTHER GIVEN that the polling places for qualified voters of the six (6) School Election Districts are as follows:   School Election District No. 1 - Vassar Road Elementary School School Election District No. 2 - Wappinger Junior High School School Election District No. 3 - Fishkill Elementary School School Election District No. 4 - Fishkill Plains Elementary School School Election District No. 5 - Gayhead Elementary School School Election District No. 6 - Myers Corners Elementary School   The boundaries of the Election Districts are as follows:   DISTRICT NO. 1 BEGINNING at a point being the intersection of the northerly boundary of the school district and the center line of Route 9 (Albany Post Road), thence in a general southerly direction along the center line of Route 9 to the intersection of such center line with the center line of Spring Road, thence in a general easterly direction along the center line of Spring Road to the center line of Vassar Road, thence in a general northerly direction along the center line of Vassar Road to the center line of Jackson Road, thence in a general easterly direction along the center line of Jackson Road to the center line of the Wappingers Falls - New Hackensack Road, thence still easterly along the center line of the Wappingers Falls - New Hackensack Road to the center line of Route 376, thence in a general easterly direction along the center line of Route 376 to the center line of Diddell Road, thence along the center line of Diddell Road in a line of Diddell Road, thence along the center line of Diddell Road in a general northeasterly direction to the center line of New York, New Haven and Hartford R.R. tracks, thence generally southeasterly alone the center line of said tracks to the westerly line of the Town of East Fishkill, thence northeasterly with the Town line of the Town of East Fishkill to the northerly line of the Central School District, thence with the northerly line of the Central School District as it winds and turns in a northerly and westerly direction to the point or place of BEGINNING.   The territory lying within the above described boundary lines shall constitute and compromise election District #1.   DISTRICT #2 BEGINNING at a point being the intersection of the northerly boundary of the school district and the center line of Route 9 (Albany Post Road as it now exits), said point being also the southwesterly corner of Election District No. 1, thence with the southerly boundary of Election District No. 1, thence with the southerly boundary of Election District No. 1 in a general southerly direction along the center line of existing Route 9 to the intersection of such center line with the center line of Spring Road thence leaving the southerly line of District No. 1 and continuing in a general southerly direction along the center line of now existing Route 9 to the northerly line of the Town of Fishkill, thence westerly along the northerly line of the Town of Fishkill to the westerly boundary of the Central School District, thence with the westerly and northerly boundaries of the Central School District as the same winds and turns to the point or place of BEGINNING.   The territory lying within the above described boundary lines shall constitute and comprise Election District #2.   DISTRICT #3 BEGINNING at a point, said point being the intersection of the northerly line of the Town of Fishkill and the southerly line of the Election District #2 above described, said point lying in the westerly line of the present Central School District, thence in a general easterly direction along the northerly line of the Town of Fishkill and the southerly line of the Election Districts #2 and #6 to the westerly line of the Town of East Fishkill, thence with the westerly line of the Town of East Fishkill in a general southerly direction to the southerly line of the Town of East Fishkill and the northerly line of the County of Putnam with point is also the southeasterly corner of the Town of Fishkill, thence westerly with the southerly line of the Town of Fishkill to the westerly line of the present district, thence in a general northerly direction along the westerly line of said district at the same winds and turns to the point or place of BEGINNING.   The territory lying within the above described boundary lines shall constitute and comprise Election District #3.   DISTRICT #4 BEGINNING at a point in the westerly line of the Town of East Fishkill, said point being the intersection thereof with the center line of the Fishkill Creek, thence in a general northerly direction along the easterly line of the Town of East Fishkill to the northerly boundary of the present Central School District, thence along the northerly boundary of the present School District and generally in an easterly and southerly direction to the center line of the Fishkill Creek, thence southwesterly along the center line of the Fishkill Creek as it winds and turns to the point or place of BEGINNING.   The territory lying within the above described boundary lines shall constitute and comprise Election District #4.   DISTRICT #5 BEGINNING at the point in the westerly line of the Town of East Fishkill, said point being at the intersection thereof with the center line of the Fishkill Creek, thence in a general northerly direction with the center line of the Fishkill Creek as it winds and turns to the easterly boundary of the present School District, thence with the easterly boundary of said present School District, thence with the southerly line of said District and extending into the County of Putnam in a general westerly direction to the westerly line of said School District, thence northerly with the westerly line of said School District to the southerly line of the Town of Fishkill again in Dutchess County, thence easterly along the southerly line of the Town of Fishkill to the easterly line of the Town of East Fishkill, thence northerly along the southerly line of the Town of East Fishkill to the point or place of BEGINNING.   The territory lying within the above described boundary lines shall constitute and comprise Election District #5.   DISTRICT #6 BEGINNING at a point being the intersection of the center line of Spring Road and Route 9 (Albany Post Road as it now exits), said point being also in the easterly line of District #2, and the southerly line of Election District #1, thence in a general easterly direction along the center line of Spring Road to the center line of Vassar Road thence in a general northerly direction along the center line of Vassar Road to the center line of Jackson Road, thence in a general easterly direction along the center line of Jackson Road to the centerline of the Wappingers Falls - New Hackensack Road, thence still easterly and with the southerly line of District #1 along the center line of the Wappingers Falls - New Hackensack Road to the center line of Route 376, thence in a general easterly direction along the center line of Route 376 to the center line of Diddell Road, thence along the center line of Diddell Road in a general northeasterly direction to the center line of the New York, New Haven and Hartford R.R. tracks, thence generally southeasterly along the center line of District #1 and proceeding in a general southerly direction along the westerly line of the Town of East Fishkill to the northerly line of the Town of Fishkill, thence westerly along the northerly line of the Town of Fishkill to the intersection thereof with the center line of the existing Albany Post Road, said point being the southeasterly corner of District #2, thence with the easterly line of District #2 in a general northerly direction along the center line of existing Route 9 to the point or place of BEGINNING.   The territory lying within the above described boundary lines shall constitute and comprise Election District #6.   NOTICE IS FURTHER GIVEN, that pursuant to Section 2014 of the Education Law, of the State of New York, as amended, and resolutions of the Board of Education duly adopted, registration of voters is required, and no person shall be entitled to vote at said Special Meeting whose name does not appear on the register of said School District, or who does not register. Registration pursuant to Section 2014 of the Education Law, as amended, shall not apply to any person registered to vote pursuant to the provisions of Article 5 of the Election Law of the State of New York.   NOTICE IS FURTHER GIVEN, that qualified voters of the Wappingers Central School District may register at the office of the District Clerk of the Wappingers Central School District at 25 Corporate Park Drive, Hopewell Junction, New York, on any school day between the hours of 8:30 a.m. and 3:30 p.m. prevailing time up until Thursday, May 14, 2026. At this time any person shall have their name placed on the election register, provided that at such time the person has proven to the satisfaction of the Clerk that he/she shall be entitled to vote. A qualified military voter who is not currently registered can request a military personal registration form during the same times and at the same locations as listed above. Additionally, qualified military voters can contact the District Clerk to indicate their preference to receive a personal registration application via mail, facsimile or electronic mail. A list of registered voters will be available for public inspection by any qualified voter of the District starting May 14, 2026, weekdays, by appointment with the District Clerk during regular business hours from 8:30 a.m. – 3:30 p.m. and on Saturday, May 16, 2026, by appointment.   NOTICE IS FURTHER GIVEN, that a statement of the amount of money which will be required for school district purposes during the 2026-2027 school year exclusive of public money (the school district budget) will be complete, as well as the Exemption Report, listing every type of exemption granted, as provided in Section 495 of the Real Property Tax Law, and a copy available upon request to each resident of the District and at each school building in the District in which school is maintained and at the District Office during the hours of 8:30 a.m. to 3:30 p.m. beginning on May 5, 2026.   NOTICE IS HEREBY FURTHER GIVEN that at said annual election to be held on May 19, 2026, the following propositions will be submitted:   Shall the Board of Education of the Wappingers Central School District, Putnam and Dutchess Counties, New York ("District"), be authorized to purchase student transportation vehicles, including incidental expenses incurred therewith, at a maximum estimated sum of $2,923,557; and said amount or so much thereof as shall be necessary, shall be raised by the levy of a tax upon the taxable property of the District and collected in annual installments as provided by law, and in anticipation of such tax, obligations of the District shall be issued?   Dated: March 23, 2026   BY ORDER OF THE BOARD OF EDUCATION OF WAPPINGERS CENTRAL SCHOOL DISTRICT   Alberta Pedro - District Clerk 12194090
