SEWER SYSTEM IMPROVEMENTS
CITY OF MARYSVILLE
SAINT CLAIR COUNTY, MICHIGAN
Sealed proposals for the construction of the Sewer System Improvements will be received by the City Clerk for the City of Marysville located at City Hall, 1255 Delaware Avenue, Marysville, Michigan 48040, until 1:00 p.m., Local Time on Thursday, April 16 2026, at which time and place all bids will be publicly opened and read.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
This project involves the rehabilitation of the existing sanitary sewer system across approximately 122 pipe segments through a combination of sewer lining and joint grouting. The scope of work includes an estimated 4,141 linear feet (lft) of full-length cured-in-place pipe (FCIPP) lining, 47 patches of sectional cured-in-place pipe (SCIPP) lining, and chemical grouting of 256 pipe joints. Refer to Appendix A for locations of rehabilitation work throughout the City.
The breakdown of work for the City of Marysville sanitary sewer collection system rehabilitation is as follows:
a. Approximately 3,089 Lft of full length cured-in-place pipe lining on pipes ranging from 8” diameter to 12” diameter.
b. Approximately 1,052 Lft of full length cured-in-place pipe lining on pipes ranging from 15” diameter to 24” diameter.
c. Approximately 47 four- (4-) foot sectional pipe liners on pipes ranging from 8” diameter to 24” diameter.
d. Approximately 256 pipe joint repairs via chemical grout on pipes ranging from 8” diameter to 48” diameter.
The majority of this Project is funded through the Environmental Protection Agency’s (EPA) Congressionally Directed Spending (CDS) Grant. To fully utilize the available grant funds, the City of Marysville intends to rehabilitate as many sanitary sewer pipes as time and budget allow under this Contract. The estimated number of pipes to be rehabilitated is provided for bidding purposes and does not guarantee the total quantity of rehabilitation Work that will be performed. The City reserves the right to increase or decrease the quantity of pipes rehabilitated by up to twenty percent (20%) of the original Contract amount without penalty or adjustment to the Contract Unit Prices in order to ensure full expenditure of grant funds. No adjustment to the unit prices will be made for increases or decreases in quantities, regardless of the magnitude of the change.

Copies of Plans and Specifications and Proposal Forms shall be available on or after March 17, 2026 by contacting Hubbell, Roth & Clark, Inc. directly by emailing Jennifer Morreale at jmorreale@hrcengr.com, who will provide a PDF copy of the documents via email or online link. The Bidder is advised that to submit a bid on this project, the Bidder must have requested an electronic copy of Contract Documents from Hubbell, Roth & Clark, Inc.
A (non-mandatory) pre-bid meeting is scheduled for April 1, 2026 at 10:00 a.m., local time, at the Marysville City Hall, 1255 Delaware Ave, Marysville, MI 48040. This meeting will be attended by the Owner, Engineer, and other interested parties. At this meeting, questions regarding the bid documents will be answered. Following the meeting, the Contractor and the City will jointly review and visit the site for pipes 5386, 5387, and 5388 to assist in determining the required scope and associated costs for providing a suitable access route to allow for the cleaning, televising and rehabilitation of the sewers as required.
Questions, comments, or concerns of any bidder regarding bidding or the contract documents must be submitted in writing no later than 5:00 p.m. on April 8, 2026. No inquiry received after that date and time will be given consideration. Answers to all questions will be provided in writing no later than April 10, 2026. Submit all questions to Engineer at:

Proposals submitted by Bidders who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each Bid Proposal shall be submitted on the Proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the City of Marysville in the amount of five percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with the City of Marysville. No bid may be withdrawn after scheduled closing time for receiving bids for at least ninety (90) days.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
The City of Marysville reserves the right to reject all bids and to waive irregularities in bidding.
No Proposal will be received unless made on blanks furnished and delivered to the City of Marysville on or before 1:00 p.m., Local time, April 16, 2026.
