Public Comment Period PUBLIC NOTICE Draft 2027–2031 Comprehensive Economic Development Strategy (CEDS) Available for Public Comment Southern Colorado Economic Development District (SCEDD) The Southern Colorado Economic Development District invites public review and comment on its Draft 2027–2031 Comprehensive Economic Development Strategy (CEDS). This plan outlines regional economic conditions, county-specific SWOT analyses and profiles, strategic priorities, action items, and performance measures (regarding Baca, Bent, Chaffee, Custer, Crowley, Fremont, Huerfano, Kiowa, Lake, Las Animas, Otero, Prowers, and Pueblo Counties). It serves as the foundation for federal and state grant opportunities to advance economic development and resilience across southern Colorado.
