Said Proposal shall include all labor, tools, implements, machinery, materials, and any incidentals necessary to complete the work in the manner and time prescribed, and in strict conformity with the Contract Documents to the satisfaction of the City Engineer. In general, the major work items include:
Work will consist of the removal and replacement of existing asphalt concrete parking lot and entrance pavements, including associated grading, drainage improvements, earthwork, striping, flatwork, construction fencing, site protection, and all other incidental work as required by the plans and specifications at Teglia’s Paradise Park Activity Center located at 2745 Elementary Drive Reno, NV.
Work will also include a bid alternative for the removal and replacement of existing concrete flatwork and associated recreational benches, tables, and all other incidental work as required by the plans and specifications.
Minimum Wage rates have been determined by the Labor Commissioner of the State of Nevada and are set forth in the contract documents. In no case shall the wage rates be less than prescribed therein. In the event there is a difference between the minimum wage rates as predetermined by the Secretary of Labor and the prevailing wages rates as determined by the State Labor Commissioner for similar classifications of labor, the contractor or and his subcontractor shall not pay less than the wage rate which is the higher of the two. Additionally, if a classification that is being used does not appear in the Davis Bacon Wage decision, a Request for Classification will be required and will be forwarded to the U.S. Department of Labor for approval.
The bidder must supply all information required by the bid documents and specifications and complete all forms included in the Proposal. Required forms may include, but are not limited to, the Suspension and Debarment Certification and any applicable federal or state required certifications. All applicable labor provisions and wage rate requirements are included in the specifications and bid documents.
The Contractor must comply with the requirements of the Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended, if applicable to the Grantee’s infrastructure project. Persuant to HUD’s Notice, “Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance” (88 FR 17001), any funds obligated by HUD on or after the applicable listed effective dates, are subject to BABA requirements, unless excepted by a waiver.
The Bidders attention is directed to Nevada Revised Statutes 338.01165 setting forth the requirements for the use of apprentices on public works which requires a contractor or subcontractor to comply with certain requirements relating to the use of apprentices on public works.

Only those bidders who have registered as a vendor and are included in and appear on the prospective bidders list may submit a bid.
