Request for Bid Proposal

Request for Bid Proposal Tribal Land Enterprise (TLE) is soliciting bid proposals for legal services. This Request for Proposal (RFP) is to contract for legal services to be provided to Tribal Land Enterprise (TLE). We are seeking individual in-house attorney(s) and/or law firms with extensive experience representing non-profit tribal organizations in the areas of real estate, business, contract preparation and review, negotiating the purchase of fee-to-trust lands, litigation (if required), and a broad range of other matters. Individual attorney(s) and/or law firms will be required or must be willing to devote time to (TLE), and advise the Executive Director and/or Board of Directors on all legal matters. Individual attorney(s) and/or law firms must be knowledgeable in Tribal, Business, and State laws, and a practicing/licensed attorney in the state of South Dakota and the Rosebud Sioux Tribal court system. Individual attorney(s) and/or law firms will be required to have a Rosebud Sioux Tribal business license. Responses to the Request for Proposals (RFP) should include: The firm's legal name, address, and telephone number; the Firm's headquarters where the work will be performed, and from which expenses and mileage will be charged; The applicant must provide documentary proof of the ability to obtain professional liability Insurance of not less than one million dollars ($1,000,000.00) if elected, e.g., a copy of Insurance finder or a letter from the carrier promising to provide the required coverage; The principals of the firm and their experience and qualifications; The experience and qualifications of the "key" staff to be assigned to the project; A description of the firm's prior experience, including any similar projects; A description of the firm's current work activities and how these would be coordinated with the project, as well as the firm's anticipated availability during the term of the project. Written proposals shall be limited to a maximum of 10 pages plus a cover letter and resumes of key personnel. Each firm will be judged on the basis of the values as presented in the proposal. Selection will be based on the criteria described below: The award will be made to the most qualified firm whose proposal is deemed most advantageous to TLE, with all factors considered. Bid proposals will be sealed. Therefore, faxes, e-mails, or phone bid proposals will not be accepted. All bid proposals must be submitted no later than 4:30 p.m. (CST) on February 28, 2026.
