PUBLIC NOTICE
The U.S. Department of Commerce, Economic Development Administration (EDA) is considering a request for Federal assistance from the City of Shelby to construct the First Broad River Wastewater Treatment Improvement Project in Shelby, Cleveland County, North Carolina. Pursuant to the National Environmental Policy Act of 1969, as amended (NEPA), and the National Historic Preservation Act of 1966, as amended (NHPA), EDA is conducting an assessment of the potential of the proposed project to affect the environment and/or historic properties.
The proposed project generally consists of the expansion and improvement of the City of Shelby’s First Broad River Wastewater Treatment Plant to increase wastewater treatment capacity from 6 MGD to 7.5 MGD, improve long-term system reliability, support continued economic development, and accommodate future residential, commercial, and industrial growth within the City’s wastewater service area. Project improvements may include, but are not limited to, construction of additional treatment capacity of 1.5 MGD, upgrades to existing treatment processes, related site improvements, electrical and controls improvements, piping, utilities, and other appurtenant work necessary for a complete and operational wastewater treatment plant expansion.
The project will be located at the City of Shelby’s First Broad River Wastewater Treatment Plant, located at 1940 South Lafayette St, Shelby, Cleveland County, North Carolina 28152 and all construction will take place on the existing First Broad River Wastewater Treatment Plant site. Comments received by 5:00 p.m. Eastern Time on June 30th, 2026 will be considered. A copy of the NEPA/NHPA decisional document will be available upon request at the EDA Atlanta Regional Office.
