PUBLIC NOTICE   NOTICE IS HEREBY GIVEN that the City Council of the City of Shreveport proposes to take final action on the following Resolutions and Ordinances Tuesday, August 11, 2026, at 3:00 p.m., in the Government Chamber at Government Plaza, (505 Travis Street). Any rescheduling of the meeting or transition to a video/telephone conference will be announced by official notice.   ORDINANCE NO. 72 OF 2026 AN ORDINANCE AMENDING ORDINANCE 100 OF 2025 AND FIXING THE MINIMUM BID PRICE OF CERTAIN CITY-OWNED IMMOVABLE PROPERTY AND ALL IMPROVEMENTS THEREON LOCATED AT 401 TEXAS STREET, SHREVEPORT, LOUISIANA 71101, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO. WHEREAS, the City of Shreveport ("City") is the owner of immovable property (described as LOTS 15 & 16, BLK. 32, SHREVEPORT; GEOG# 181437-138-31) and all improvements thereon, 401 Texas Street, Shreveport, Louisiana, 71101, (hereinafter referred to as the "Property"); and WHEREAS, in Ordinance No. 73 of 2025, the City Council of the City of Shreveport declared the 401 Texas Street as surplus property and it is not needed for public purposes in accordance with Shreveport City Code 26-291 (f}: and WHEREAS, in Ordinance 100 of 2025, the City Council of the City of Shreveport determined that it is in the best interest of the City to sell the Property; authorized the Purchasing Agent to advertise for and solicit sealed bids and to sell the Property to the highest responsible bidder; and fixed the minimum bid price for the sale of the property at EIGHT HUNDRED FIFTY THOUSAND DOLLARS ($850,000), which was the appraised, fair market value of the property as of December 2, 2024; and WHEREAS, this Property, after advertisement and solicitation, has not generated any interest at the price previously appraised and fixed; and WHEREAS, Article VII, §14 of the Louisiana Constitution of 1974, provides that except as otherwise provided, the property or things of value of the City shall not be loaned, pledged, or donated to any person, association, or corporation, public or private, and therefore it can be said that Section 14 mandates that, at a minimum, a public entity must recover fair market value when selling surplus immovable property (i.e. real property); and WHEREAS, the “as is” fair market value of the Property has been reappraised at FIVE HUNDRED SEVEN THOUSAND DOLLARS ($507,000) as of May 28, 2026 (excerpt attached).NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Shreveport, Louisiana, in due, regular and legal session convened, that as required by law the MINIMUM BID PRICE, for the sale of the Property, shall be fixed and set at FIVE HUNDRED SEVEN THOUSAND DOLLARS ($507,000), which is the appraised, fair market value of the property as of May 28, 2026; and BE IT FURTHER ORDAINED that Ordinance 100 of 2025 be amended as ordained herein, and that all other decrees enumerated in Ordinance 100 of 2025 remain in full force and effect; and BE IT FURTHER ORDAINED that if any provision or item of this Ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this Ordinance which can he given effect without the invalid provisions, items or applications and to this end the provisions of this Ordinance are hereby declared severable. BE IT FURTHER ORDAINED that all Ordinances or parts thereof in conflict herewith are hereby repealed.
