PERMANENT LOCAL HOUSING ALLOCATION (PLHA)
APPLICATION FOR PROGRAM YEARS 2022 AND 2023 AND
AMENDMENT TO THE 2019-2023 PLHA PLAN
Notice is hereby given that a public hearing to consider the City of Stockton's Permanent Local Housing Allocation (PLHA) application for 2022 and 2023 funds and an amendment to the 2019-2023 PLHA Plan will be held on May 12, 2026 at 5:30 p.m. located in the Council Chambers of Stockton City Hall (425 N. El Dorado Street, Stockton, CA 95202).
The PLHA program is made available by the State of California's Department of Housing and Community Development (HCD), providing grant funds to the City of Stockton to fund housing-related projects and programs that assist in addressing unmet housing needs.
The City of Stockton has been awarded $9,890,623 in PLHA funds for the 2019-2023 5-year plan period. The City's 2019-2023 PLHA Plan, as adopted in 2021, was designed to allocate PLHA funds for the development of multifamily rental housing, fund owner occupied rehabilitation, use as match funds to a Local Housing Trust Fund for rental and owner housing, for programs that provide homeownership opportunities, and for program administration costs.
The City of Stockton has secured PLHA funds for years 2019-2021 and will next apply for PLHA funds for years 2022 and 2023. In addition, the City Council will consider amending the 2019-2023 PLHA Plan by reallocating funds between eligible activities.
Proposed Amendment: The City will consider reallocating funds earmarked as match funds to a Local Housing Trust Fund for rental and owner-occupied housing to a homebuyer assistance program as well as for rental housing development.
Copies of the PLHA application for 2022 and 2023 funds and the proposed 5-year plan amendment will be available to the public on May 1, 2026, at the following accessible location: Economic Development Department at 501 W. Weber Ave, Stockton, CA 95203, or online at
www.stocktonca.gov/housing.
A 10-day public comment period will begin May 1, 2026, and end on May 12, 2026. Public comment on the proposed 5-Year Plan amendment can be made in writing via email or by mail and must be received no later than May 12, 2026. Comments should be sent to the City of Stockton, Economic Development Department, 425 N. El Dorado Street, Stockton, CA 95202 or by email to

Interested persons will be given the opportunity to provide oral and/or written comments during the Public Hearing held on May 12, 2026.
