NOTICE OF INTENT TO ADOPT AN INITIAL STUDY/MITIGATED NEGATIVE DECLARATION FOR THE STOCKTON SAN JOAQUIN PIPELINE REMEDIATION PROJECT
NOTICE IS HEREBY GIVEN that the City of Stockton has prepared an Initial Study (IS) evaluating the environmental impacts of the Stockton San Joaquin Pipeline Remediation Project (Project) and intends to adopt a Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Plan (MMRP) in accordance with the California Environmental Quality Act (CEQA). Project Location: The Project site is located within the City of Stockton within a portion of the City's Regional Wastewater Control Facility (RWCF) located at 2500 Navy Drive (Assessor's Parcel Number 163-33-03). Summary Project Description: The City's RWCF includes structures on both the eastern and western banks of the
San Joaquin River which are connected via a bridge and two submerged pipelines. Both the 36-inch and 60-inch submerged pipelines are situated in State Lands Commission (SLC) lease areas within the river. The SLC lease specifies that the 36-inch pipeline be maintained with a minimum 5-foot native riverbed material cover depth; however, river scour over time has caused a reduction of this cover in a portion of the pipeline crossing. As a result, the pipeline no longer meets the lease burial depth criterion. The purpose of the Project is to bring the 36-inch pipeline into compliance with state and federal regulations by restoring the cover depth in areas where the cover is currently less than five feet. The Project would involve both in-water and terrestrial work, including grading on the landside of the levee, dredging/excavation of the channel bed above and around the pipeline, and the addition of gravel and rip rap fill above and around the pipeline. Water quality protection measures and in-water work windows would be implemented during Project construction to ensure adequate protection of the San Joaquin River and its aquatic resources. Public Review Project: The Initial Study and proposed Mitigated Negative Declaration (IS/MND) are available for a 31-day public review period beginning on June 26, 2026, and ending on July 27, 2026.
