New Hartford Central School District Notice of Public Hearing on Budget, Budget Vote and Annual Election Time and Place: Public Hearing on Budget 6:30 P.M., May 12, 2026 Bradley Elementary School Library 33 Oxford Road, New Hartford, New York 13413 Time and Place: Annual School District Election and Budget Vote 7:00 a.m. to 8:00 p.m., May 19, 2026 Senior High School Gymnasium, 33 Oxford Road, New Hartford, New York 13413 NOTICE IS HEREBY GIVEN that the Public Hearing of the residents of the New Hartford Central School District, Oneida and Herkimer Counties, New York will be held in the Bradley Elementary School Library, 33 Oxford Road, New Hartford, New York 13413 at 6:30 p.m. on May 12, 2026 for the purposes of discussion of the expenditure of funds and the budgeting therefore for the 2026-27 school year. Notice is Also Given that voting on the appropriation of the necessary funds to meet the estimated expenditure of said District for the fiscal year commencing July 1, 2026 and authorizing the Board of Education of said District to raise the funds so estimated, exclusive of public monies, by a tax on the taxable property in said District by adoption of a budget and to levy a tax, shall be conducted Tuesday, May 19, 2026 between the hours of 7:00 a.m. and 8:00 p.m. at the Senior High School Gymnasium, 33 Oxford Road, New Hartford, New York 13413. Residents may obtain a copy of the proposed budget at any public-school house during the hours of 9:00 a.m. and 2:30 p.m. on each day other than a Saturday, Sunday or holiday during the 14 days prior to the date of the annual meeting and election, and on the date of the election. NOTICE IS HEREBY FURTHER GIVEN that in addition to the proposed District budget for the 2026-2027 fiscal year and school year, which will appear on the ballot as Proposition No. 1, the following proposition will be submitted to the voters, which will appear on the ballot as Proposition No. 2. PROPOSITION II Shall the Board of Education of New Hartford Central School District be authorized to purchase school buses, at a maximum estimated cost of $775,000 and to raise such sum, or so much thereof as may be necessary, by the levy of a tax upon the taxable property of the School District to be collected in annual installments in the years and in the amounts as the Board of Education shall determine in accordance with Section 416 of the Education Law; and, in anticipation of such tax, shall the School District be authorized to issue up to $775,000 of obligations of the School District? NOTICE IS HEREBY FURTHER GIVEN that the aforesaid proposition will appear on the ballot used at said meeting in the following abbreviated form: PROPOSITION II Shall the school bus proposition set forth in the notice of this meeting, authorizing the purchase of school buses at a maximum estimated cost of $775,000 and providing that such sum shall be raised by a tax levy to be collected in annual installments, with District obligations to be issued in anticipation thereof, be approved? NOTICE IS ALSO GIVEN that the election of one member of the Board of Education shall be conducted on May 19, 2026 between the hours of 7:00 a.m. and 8:00 p.m. at the Senior High School Gymnasium, 33 Oxford Road, New Hartford, New York 13413. The vote will be on the following: To elect one member of the Board of Education for one five (5) year term to fill the vacancy of incumbent, John Jadhon. PLEASE TAKE NOTICE that petitions nominating the candidates for the Board of Education must be filed with the clerk of the District between the hours of 9 a.m. and 5 p.m. no later than April 20, 2026. Each petition shall be directed to the clerk of the district and shall be signed by 28 qualified voters. NOTICE IS ALSO GIVEN that absentee ballots may be applied for at the district clerk’s office. Such applications for absentee ballots must be received by the District clerk no earlier than April 20, 2026 and at least seven (7) days before the election if the ballot is to be mailed to the voter or the day before the election if the ballot is to be delivered personally to the voter. A list of persons to whom absentee ballots have been issued will be available for inspection in the district clerk’s office five (5) days (except Sunday) prior to the election. The register of qualified voters will be available for inspection in the District clerk’s office between the hours of 8:30 a.m. and 9:30 a.m. the five (5) days (except Sunday) prior to the election, pursuant to section two thousand fourteen of the Education Law and that a copy of the proposed budget may be obtained by any taxpayer in the District at school building offices seven (7) days before the budget hearing, May 5, 2026. NOTICE IS ALSO GIVEN that the District will hold voter registration dates for the May 19, 2026 budget vote and annual election on: May 7, 2026 from 3:00 – 7:00 p.m. in the Sr. High School Lobby, 33 Oxford Road, New Hartford, NY; May 9, 2026 from 9:00 a.m. – 1:00 p.m. in the Bradley Elementary School Lobby, 33 Oxford Road, New Hartford, NY; May 12, 2026 from 3:00 – 7:00 p.m. in the Sr. High School Lobby, 33 Oxford Road, New Hartford, NY. This registration is for district residents not currently registered with the County Board of Elections. Proof of residency is required. NOTICE IS ALSO GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the School District by requesting to be registered by the District Clerk at 315-624-1218 or kschweitzer@nhart.org. Registered, qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on April 23, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. NOTICE is also given that pursuant to Section 2018-e of the Education Law, applications for early mail ballots may be obtained at the Office of the District Clerk of the School District, during all days in which the School District is in session. Completed applications must be received by the District Clerk no earlier than April 20, 2026 and no later than May 12, 2026, if the early mail ballot is to be mailed to the voter. If the early mail ballot is to be delivered personally to the voter at the Office of the District Clerk the completed application must be received by the District Clerk no later than May 18, 2026. No early mail voter’s ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 p.m. on May 19, 2026. A list of all persons to whom early ballots have been issued will be available in the Office of the District Clerk’s office during office hours on and after May 13, 2026 until May 18, 2026 by prearranged appointment, and such list will also be posted at the polling place or places at the election of members of the board of education. A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot. NOTICE is also given that Section 495 of the Real Property Tax law requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value of the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, said exemption report shall be posted on District Bulletin board(s) maintained for public notices, as well as on the district’s website.
