NOTICE OF AVAILABILITY OF AN ENVIRONMENTAL IMPACT REPORT AND NOTICE OF PUBLIC MEETINGS FOR THE SCE IVANPAH-CONTROL PROJECT

The California Public Utilities Commission (CPUC) has prepared a Draft Environmental Impact Report (EIR) to evaluate the potential environmental effects associated with the Ivanpah-Control Project proposed by Southern California Edison (SCE).
SCE proposes to rebuild and upgrade approximately 262 miles of overhead 115 kV power line circuits, across 4 segments, through Inyo, Kern, and San Bernardino Counties. The Project connects SCE's Control Substation, Kramer Substation, and Coolwater Substation. In Segments 1 and 2 (174 miles long), about 1,500 new structures would be constructed to replace 1,678 older structures. In Segments 3N and 3S (90 miles long), 87 new structures would replace 85 existing structures. The project corridor traverses residential, commercial, agricultural, recreation, and open space land uses. The Draft EIR has identified six significant and unavoidable impacts related to Aesthetic Resources, Cultural Resources, and Tribal Cultural Resources. These impacts would occur during construction and operations and cannot be mitigated to less than significant levels.
Hazardous Materials Sites under Section 65962.5 of the Government Code
Two hazardous material sites identified on a list compiled pursuant to Government Code Section 65962.5 are located on or adjacent to lands that would be disturbed by the Proposed Project: Rand Historic Mining Complex (Kern County) and Coolwater Generating Station (San Bernardino County).
Availability of Draft EIR
The Draft EIR and appendices, along with information regarding SCE's application and the CPUC's environmental review process, are posted online at: https://www.cpuc.ca.gov/Environment/info/aspen/ivanpah-control/ivanpah-control.htm.
Public Review Period
A 45-day comment period for the Draft EIR begins Tuesday, March 31, 2026, and ends at 5:00 p.m. Friday, May 15, 2026.

Virtual Public Meetings
The CPUC will hold two virtual meetings to provide information about the proposed Project, the CEQA process, and to provide an opportunity for attendees to make oral comments on the Draft EIR.
