CITY OF MILLVILLE PLANNING BOARD
NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that on October 14, 2025 at 6:30 PM, the City of Millville Planning Board (the "Board") shall hold a public hearing in the 4th Floor Commission Chamber of City Hall, 12 South High Street, Millville, New Jersey 08332 to review and take formal action upon the application of Millville 47 Developers, LLC ("Applicant") for final major site plan approval (the "Application"), with respect to property having a street address of 2119 North 2nd Street (also known as N.J.S.H. #47), Millville, New Jersey and being designated as Block 233, Lots 15 and 16 on the City of Millville ("City") Tax Duplicate (the "Property"). Access to the Property is proposed via State Highway Route #47 as well as by the private road (known as Bluebird Lane) located on Block 233 Lot 27. The Property is approximately 17.92 acres and is located in the City's Regional Commercial (RC) Zone.
The Applicant previously received preliminary major site plan approval together with bulk variance and design waiver/exception relief ("Preliminary Approval") to construct four commercial buildings on the Property: an approximately 3,355 square foot ("SF") quick service restaurant with drive-thru; an approximately 10,082 SF multi-tenant building containing an approximately 2,522 SF coffee shop with drive-thru, two retail spaces (one of approximately 1,400 SF and a second of approximately 2,560 SF) and an approximately 3,600 SF medical office space; an approximately 4,418 SF retail building and an approximately 1,920 SF vehicle service building with three drive-in bays, as well as associated site improvements including but not limited to parking areas, stormwater management facilities, trash enclosures, lighting, signage and landscaping as shown on the approved plans (the "Project"). The Preliminary Approval of the Project, including a description of all bulk variance and design waiver relief granted, was memorialized by Resolution No. 06-2025PB on February 10, 2025. Applicant now seeks final major site plan approval for the Project.
In connection with the Application, Applicant also seeks any exceptions, waivers, design waivers, variances, submission waivers, interpretations, de minimis exceptions, modifications of conditions of prior approvals, continuation of any preexisting nonconforming conditions, and other approvals reflected on the filed plans (as same may be further amended or revised from time to time without further notice) as may be determined to be necessary during the review and processing of the Application by the Board and its professional staff.
When the Application is called, interested parties may appear at the public hearing or any adjournment thereof either in person or by attorney, ask questions, present evidence and offer statements or documentation that may be relevant to the Application. The public hearing may be continued without further notice on such additional or other dates as the Board may determine.
At least 10 days prior to the public hearing, the Application, maps, plans, and related supporting materials will be available for public inspection in the office of the Board located in City of Millville Municipal Building, 12 South High Street, 5th Floor, Millville, New Jersey 08332, during regular business hours, which are typically Monday through Friday, 8:30 am to 4:30 p.m., holidays excepted.
