Class 2 Publication Notice- Need Determination
The Great Lakes Inter-Tribal Council, Inc. (GLITC) has submitted an application to the Wisconsin Department of Children and Families requesting a determination of need to establish and operate a 36-bed Residential Care Center (RCC) for adolescents. The proposed facility will be known as the Great Lakes Inter-Tribal Council Adolescent Recovery and Wellness Center (GLITC ARWC) and will be located at 12354 County Highway A, Bowler, Wisconsin 54416.
The proposed Residential Care Center will serve male and female youth ages 13 through 17 who require residential treatment for substance use disorders, co-occurring mental health and behavioral health needs, and related psychosocial challenges. Services will be provided to Native American and non-Native American youth, without regard to tribal affiliation, from all counties in Wisconsin and from the Upper Peninsula of Michigan.
The GLITC ARWC is proposed as an integrated, trauma-informed residential treatment program that combines clinical treatment with culturally grounded approaches to support adolescent recovery and wellbeing. The program is designed to address the clinical, emotional, behavioral, and social needs of youth while supporting recovery, stability, and skill development throughout the duration of placement.
The treatment model emphasizes recovery, wellness, strengths, and resilience, including healing from the effects of recent, historical, and intergenerational trauma, within a culturally responsive framework. The program is designed to support youth in developing the skills, stability, and coping capacities necessary to safely transition back to their families, schools, and communities.
The proposed facility will employ a multidisciplinary team of licensed and trained staff to provide residential supervision, clinical and medical services, educational programming, cultural and therapeutic services, and facility operations necessary to ensure the care, treatment, and safety of residents.
The Wisconsin Department of Children and Families invites the submission of written comments, factual data, and statements supporting or opposing the application. Written comments must be received within thirty (30) days of the publication of this notice. Persons submitting comments are requested to identify their interest in the application and to indicate whether they wish to be considered for party status in any subsequent proceedings.
