Notice & Invitation to Bid
Airport Road Sanitary Basin Angler's Club Access Road
Sealed bids are invited for the Airport Road Sanitary Basin Angler's Club Access Road. The project includes establishing Erosion and Sediment control as described in Sections 311001. This includes inspecting, maintaining and repairing Erosion and Sediment control during construction. Clearing and Grubbing as shown on Contract Drawings and described in Section 311002. Placement of Geotextile Fabric as shown on the Contract Drawings and described in Section 311004. Installation of stone Bedding as shown on the Contract Drawings and described in Section 311004. The Access road is approximately 3,100 feet in length with pull-offs and a laydown area.
The work is located at Angler's Club, 2271 Sunset Lake Road. Newark, DE 19702.
Sealed bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00 p.m. Tuesday, October 28, 2025, when they will be opened and read publicly.
Bid envelopes shall carry a clear notation "Airport Road Sanitary Basin Angler's Club Access Road" Contract No.: 2024-05, Bid No.: 25-2527. Plans and Specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE, 19720, on and after September 30, 2025 upon payment of $25.00 (non-refundable) for paper copies, digital copies provided without a fee. Bids shall be accompanied by a bidder's bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. The bid bond shall be an original document containing original signatures, and original seals shall be attached if the corporate surety and/or bidder have corporate seals.
Awards, if any, will be made to the lowest responsible bidder. The County reserves the right to reject all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The Alcohol & Drug Testing Affidavit and all SBE Program documents must be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price.
ALCOHOL & DRUG TESTING
New Castle County Code, Section 2.05.305 requires contractors and subcontractors to implement a mandatory alcohol & drug testing program for their employees who work pursuant to a Public Works contract. Included in the specifications for this project is an affidavit certifying compliance with the County Code. This affidavit must be executed and submitted with the bid. Failure to submit the affidavit by that time shall result in the County's inability to consider your bid for award. Forms submitted by facsimile will not be accepted.

There will be a pre-bid meeting at 11:00 a.m. on October 08, 2025 in the William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE. Attendance is mandatory for all bidders. SMALL BUSINESS ENTERPRISE PROGRAM
This contract will be awarded pursuant to New Castle County's Small Business Enterprise ("SBE") Program. All bidders must comply with the SBE Program by either (i) satisfying the Project Goal through utilization of an SBE to perform work under the contract; or (ii) demonstrating their good faith effort to obtain SBE participation in the contract. SBE Program forms are available on New Castle County's website and are included in the specification. These forms must be included with your bid. Further information regarding the SBE Program, including guidance for compliance with the Project Goal, can be found by contacting the SBE Program Coordinator, Helen Foster at helen.foster@newcastlede.gov or (302) 395-5198. The SBE participation goal for this project is 5%.
PREQUALIFICATION
New Castle County will only accept bids from contractors Prequalified in (i) category "B," Site Work or (ii) Qualified in category "A(a1)," Site Work. Prequalification/Qualification forms are available from the Public Works Contracts Officer in the William J. Conner Building, telephone (302) 395-5749 or (302) 395-5751 or (302) 395-5727. Prequalification/Qualification application forms must be received by New Castle County prior to the opening of bids.
PREVAILING WAGE
The payment of prevailing wages as determined by the State of Delaware Department of Labor to all mechanics and laborers working on the project is required. The schedule of hourly rates applicable to this project is included in the specification.
