Kensico-Eastview Connection Project
DEP has submitted an application to the New York State Department of Environmental Conservation (NYSDEC) for a State Pollutant Discharge Elimination System (SPDES) and Water Withdrawal permit for the Kensico-Eastview Connection (KEC) Project. Several construction activities at the KEC Eastview Site would result in the generation of industrial wastewaters. The primary sources of wastewaters generated will occur because of construction of the shaft, tunnel, and Eastview Connection Chamber (ECC) construction and excavations, as well as the removal of excavated material from the KEC Tunnel. The permit would allow discharges to surface waters associated with construction wastewaters discharges. During construction and excavation, groundwater is anticipated to seep into the construction area. Additional construction wastewaters are anticipated to consist of liquid wastes generated from tunnel boring machine operation, drilling and blasting, makeup waters for lining the tunnels and shafts with cast in place concrete, dust control, sealing the inner diameter of the tunnels and shafts, and the use of construction equipment. A Public Participation Plan has been developed in accordance with NYSDEC Commissioner Policy 29, Environmental Justice (CP-29). The purpose of this meeting is to inform the public about the project and to engage and involve the community during the State Pollutant Discharge Elimination System (SPDES) permit application review process.
