PLEASANTVILLE UNION FREE SCHOOL DISTRICT in the COUNTY OF WESTCHESTER PLEASANTVILLE, NEW YORK NOTICE OF BUDGET HEARING AND ANNUAL BUDGET VOTE AND SCHOOL BOARD ELECTION May 19, 2026 NOTICE IS HEREBY GIVEN that the Board of Education of the Pleasantville Union Free School District, Westchester County, New York, will hold a Public Hearing on the Budget of the qualified voters of the School District at the Pleasantville High School Library Media Center, 60 Romer Avenue, Pleasantville, New York on May 5, 2026, at 7:30 P.M. for the purpose of presenting the budget document for the 2026-27 school year. NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 2026-27 school year (the Budget), exclusive of public monies, may be obtained by any resident of the District during business hours, between 8:30 A.M. and 4:00 P.M. at the Office of the Board of Education, Pleasantville High School, 60 Romer Avenue, Pleasantville, New York and at each of the public schools in the District, during the fourteen days immediately preceding the Annual Budget Vote and School Board Election, except Saturday, Sunday or holidays. The Budget will also be available on the District website and at the Mount Pleasant Public Library. A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the District's website. NOTICE IS FURTHER GIVEN that the Annual Budget Vote and School Board Election of the qualified voters of the Pleasantville Union Free School District, Westchester County, New York will be held on Tuesday, May 19, 2026, in the Multi-Purpose Room of the Pleasantville Middle School, 40 Romer Avenue, Pleasantville, New York, between the hours of 6:30 A.M. and 9:00 P.M., prevailing time, when the polls will be open for the purpose of voting by voting machine: To elect TWO (2) members to the Board of Education, for a three-year term, commencing July 1, 2026, and expiring on June 30, 2029. To vote upon the Budget of the School District for the 2026-27 fiscal year and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the School District. To vote upon the following propositions: Pleasantville Union Free School District Capital Project 2026 PROPOSITION I RESOLVED: (a) That the Board of Education of the Pleasantville Union Free School District, in the County of Westchester, New York (the "District") is hereby authorized to undertake critical physical, safety and athletic infrastructure improvements at District buildings and sites (the "Project"), substantially as set forth in a plan prepared with the assistance of the District's architect and engineer (the "Plan"), which Plan is on file and available for public inspection at the office of the District Clerk; such Project consisting of (as and where required): HVAC, auditorium lighting, public address and security system upgrades; entrance safety upgrades, including ADA-accessible lift; track and field improvements and security fencing and gates; all of the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related site, the foregoing to include all original equipment, furnishings, machinery, apparatus and ancillary or related site, demolition, electrical and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated maximum cost of $8,250,000; provided that the costs of the individual components of the Project may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the School District; (b) that a tax is hereby voted in an aggregate amount of not to exceed $8,250,000 to pay the cost of the Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $8,250,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable; and (d) that the Board of Education of the District is authorized to expend $3,600,000, plus any interest earnings thereon, from the District's Capital Reserve Fund known as "Buildings and Facilities Improvement Reserve Fund," which was established on May 17, 2022 pursuant to Section 3651 of the Education Law, and not to exceed $370,000 of funds on hand and available or expected to be available in the District's General Fund's unassigned fund balance, to pay a portion of the cost of the Project, and any such funds expended therefor shall offset and reduce the amount of taxes herein authorized to be levied and the amount of bonds herein authorized to be issued. PROPOSITION II RESOLVED: (a) That the Board of Education of the Pleasantville Union Free School District, in the County of Westchester, New York (the "District") is hereby authorized to undertake instructional and athletic facility improvements at District buildings and sites (the "Project"), substantially as set forth in a plan prepared with the assistance of the District's architect and engineer (the "Plan"), which Plan is on file and available for public inspection at the office of the District Clerk; such Project consisting of (as and where required): reconfiguration and/or reconstruction of interior space for STEAM-related instruction; playground, recreation area, field and court enhancements; retaining wall improvements; construction of a concession building with restrooms and the installation of athletic field lights; the foregoing to include all original equipment, furnishings, machinery, apparatus and ancillary or related site, demolition, electrical and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated maximum cost of $9,250,000; provided that the costs of the individual components of the Project may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the School District; (b) that a tax is hereby voted in the aggregate amount of not to exceed $9,250,000 to pay such total cost of the Project, said tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $9,250,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable. In order to vote, you must be a Citizen of the United States, at least 18 years of age, a District Resident for at least 30 continuous days immediately preceding the vote, and a registered voter with the District or the Westchester County Board of Elections. NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education must be filed at the District Clerk's office by no later than 5:00 P.M. on Monday, April 20, 2026, in the form and manner prescribed by §2018 of the Education Law. Nominating petitions must be signed by at least 25 qualified voters of the District, shall state the name and residence address of each signer and the name and residence address of the candidate. Petition forms may be obtained at the Office of the District Clerk at Pleasantville High School, 60 Romer Avenue, Pleasantville, New York during regular business hours, 8:30 A.M. to 4:00 P.M. Pursuant to §2032 of the Education Law, ballot position shall be determined by lot drawn in the District Clerk's Office at 9:00 A.M. on Tuesday, April 21, 2026. NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to §2014 of the Education Law. If an eligible voter is currently registered to vote with the Westchester County Board of Elections or the School District, they are also eligible to vote in this election and vote. All other persons who wish to vote must register with the School District or the County. Any qualified voter may register to vote for the Annual Budget Vote and School Board Election during regular school business hours, from 8:30 A.M. to 4:00 P.M. on school days (September - June) and from 9:00 A.M. to 1:00 P.M. on business days (Summer) at the District Clerk's Office, Pleasantville High School, 60 Romer Avenue, Pleasantville, New York, by providing proof of qualification to vote, until May 14, 2026. Any person who is registered with the County Board of Elections or has registered with the School District and voted at any annual or special district meeting or election during the four (4) calendar years prior to 2026 need not re-register. NOTICE IS FURTHER GIVEN that the Register of voters so prepared, including the names of military voters who submit a valid military voter registration, shall be filed in the Office of the Clerk of the District and shall be open for inspection by any qualified voter of the District between the hours of 8:30 A.M. and 4:00 P.M., prevailing time, beginning on May 14, 2026, except Sunday, and by advance appointment only between 9:00 o'clock A.M. and Noon (Prevailing Time) on Saturday. Said Register will be open for inspection at the polling place on the day of the election and vote. NOTICE IS FURTHER GIVEN THAT Early Mail Ballots and Absentee Ballots will be available for the election and vote. Applications for Early Mail Ballots and Absentee Ballots may be obtained at the Office of the District Clerk, Pleasantville High School, 60 Romer Avenue, Pleasantville, New York. The Early Mail Ballot application or the Absentee Ballot application must be received by the District Clerk no earlier than thirty (30) days before and at least seven (7) days before the election/vote if the ballot is to be mailed to the voter or the day before the election/vote if the ballot will be picked up personally by the voter or their authorized agent named in the application at the District Office. Upon receiving a timely application for a mailed Early Mail Ballot or Absentee Ballot, the District Clerk will mail the ballot to the address designated on the application by no later than six (6) days before the election/vote. Early Mail Ballots and Absentee Ballots must be received at the Office of the District Clerk by no later than 5:00 P.M., prevailing time, on the day of the Annual Budget Vote and School Board Election, May 19, 2026. A list of all persons to whom Early Mail Ballots and a list of all person to whom Absentee Ballots shall have been issued, as well as a list of military voters to whom Military Ballots have been issued, will be available for inspection by qualified voters of the District at the District Clerk's Office during regular business hours, 8:30 A.M. to 4:00 P.M., prevailing time, until the day of the Election and Vote, May 19, 2026 Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on any such list, stating the reasons for the challenge. A challenge to an Early Voter may not be made on the basis that the voter should have applied for an Absentee Ballot and a challenge to an Absentee Voter may not be made on the basis that the voter should have applied for an Early Mail Ballot. NOTICE IS FURTHER GIVEN that military voters who are not currently registered to vote may obtain an application to register as a qualified voter of the District and military voters who are registered to vote in the District may obtain an application for a Military Ballot, for the Annual Meeting on May 19, 2026, by contacting the District Clerk at 60 Romer Avenue, Pleasantville, NY 10570, Telephone (914) 741-1400, Ext. 10511 or email: vituccid@pleasantvilleschools.org by April 23, 2026. The military voters may indicate their preference for receiving the registration and/or ballot application by mail, facsimile or email. The completed application to register and/or for a military ballot must be received by the District Clerk no later than 5:00 P.M. on April 23, 2026. Military ballots will be mailed or otherwise sent no later than 25 days before the election. Military ballots must be returned by mail or in person and received by the District Clerk by 5:00 P.M. on May 19, 2026.
