NOTICE OF ANNUAL SCHOOL DISTRICT MEETING HAVERSTRAW STONY POINT CENTRAL SCHOOL DISTRICT ROCKLAND COUNTY, NEW YORK MAY 19, 2026   Notice is hereby given that the Annual School District Meeting of the inhabitants of the Haverstraw-Stony Point Central School District, qualified to vote at such meetings in said District, will be held at the three election districts stated herein on Tuesday, May 19, 2026 at the hours beginning at 6:30 a.m. to 9:00 p.m. (prevailing time).   FOR THE TRANSACTION OF THE FOLLOWING BUSINESS   1. To consider a detailed statement in writing of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, which will specify the several purposes and the amount required for each purpose and that the necessary tax be levied therefore.   2. For the election of three members of the Board of Education for the term beginning July 1, 2026 and ending June 30, 2029 for the offices now held by Ms. Deborah P. Gatti, Mr. James Kraus and Ms. Peggy Zugibe whose terms of office terminate June 30, 2026.   3. For the transaction of such other business as may properly come before the meeting.   NOTICE IS HEREBY FURTHER GIVEN that a copy of said statements referred to in Paragraph 1 above of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the District, except Saturday and Sunday, at the following times and places: between the hours of 9:00 a.m. and 3:00 p.m. (prevailing time) beginning on and after May 5, 2026 at the following schools: North Rockland High School, 106 Hammond Road, Thiells, Town of Haverstraw, New York; Haverstraw Elementary School, 16 Grant Street, Village of Haverstraw, New York; North Rockland HS Extension, 63 Chapel Street, Garnerville, Town of Haverstraw, New York; James A. Farley Elementary School, 140 Route 210, Town of Stony Point, New York; and the School Administrative Offices, 65 Chapel Street, Garnerville, New York.   NOTICE IS HEREBY FURTHER GIVEN that pursuant to Real Property Tax Law, section 495, an exemption report detailing exemption from real property taxation shall be available and appended to any tentative, preliminary or final budget.   NOTICE IS ALSO GIVEN that petitions nominating candidates for the office of member of the Board of Education, Haverstraw-Stony Point Central School District, must be filed with the Clerk of the Board of Education, between the hours of 9:00 a.m. and 5:00 p.m. (prevailing time) on or before Monday, April 20, 2026. The following vacancies of the Board of Education are to be filled:   (1) the office of a member with a term from July 1, 2026 to June 30, 2029 now held by Ms. Deborah P. Gatti whose term of office expires June 30, 2026 and   (2) the office of a member with a term from July 1, 2026 to June 30, 2029 now held by Mr. James Kraus whose term of office expires June 30, 2026 and   (3) the office of a member with a term from July 1, 2026 to June 30, 2029 now held by Ms. Peggy Zugibe whose term of office expires June 30, 2026.   (4) Each vacancy is a separate, specific office and a separate petition is required to nominate a candidate to each separate office. Each petition must be directed to the Clerk of the District, must be signed by at least 25 qualified voters, must state the candidate’s name and residence and the residence of the persons who signed the petition as well as identifying the specific seat for which the candidate is running including the name of the incumbent and the length of the term of office to be filled. Candidates may be nominated for only one vacancy.   ELECTION DISTRICT NO. 1   VOTING DISTRICT NO.1 which shall consist of that area bounded on the South and Southwest by the Town of Clarkstown line, beginning at the Hudson River shore, proceeding Northwest along said line to the line marking the Northwest boundary of the Village of Haverstraw, and proceeding Northeast along this boundary line to a point where said line intersects Route 9W (Conger Avenue), thence North along Route 9W to the Haverstraw-Stony Point Town line, thence Northeast along said line to the Hudson shore line, then South along the shore line to the point of beginning.   The voting place of this Election District shall be in the Haverstraw Elementary School Building, 16 Grant Street, Village of Haverstraw, New York.   ELECTION DISTRICT NO. 2   VOTING DISTRICT NO.2 which shall consist of that area bounded on the South by the Southern boundary of the Haverstraw-Stony Point Central School District, beginning at the intersection of the Southwest boundary line of the Village of Haverstraw and the Northern boundary line of the Town of Clarkstown, proceeding in a Westerly direction along said School District boundary line to the Western boundary of the School District, thence in a Northerly direction along this line to a point where it meets the line which designates the Northern boundary of the area formerly known as H6 (Sandyfields) proceeding along this line in a Southeasterly direction to Route 210 (Gate Hill Road), proceeding Southwesterly along Route 2l0 (Gate Hill Road) to the Haverstraw-Stony Point Town line, proceeding Easterly along said line to Route 9W, thence South on Route 9W to the point where it intersects the Haverstraw Village line, thence Southwesterly along said line to the point of beginning.   The voting place of this Election District shall be in the North Rockland High School Extension, 63 Chapel Street, Garnerville, Town of Haverstraw, New York.   ELECTION DISTRICT NO. 3   VOTING DISTRICT NO. 3 which shall consist of that area bounded by the Southern line of the Town of Stony Point, beginning at the Hudson River and proceeding in a Westerly direction along said line to Route 2l0 (Gate Hill Road) to the boundary line between former school district H6 (Sandyfields) and SP4 (Pyngyp), thence Northwest along said line to the Western boundary of the Haverstraw-Stony Point Central School District, thus in a general Northeasterly direction along this line to the Hudson River at the Orange County line and thence South along the shore line to the point of beginning.   The voting place for this Election District shall be in the James A. Farley Elementary School Building, 140 Route 210, Town of Stony Point, New York.   AND NOTICE IS ALSO GIVEN, THAT PERSONAL REGISTRATION OF VOTERS IS REQUIRED either pursuant to Section 2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has heretofore registered pursuant to 2014 of the Education Law and has voted at an annual or special district meeting within the last (4) calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote in general, special and primary elections under Article 5 of the Election Law, he/she is also eligible to vote at this election. All other persons who wish to vote must register.   Qualified voters may register any day through May 14, 2026, Monday through Friday, except holidays, from 8:30 a.m. to 4:00 p.m., (prevailing time) at the Office of the District Clerk, North Rockland Central School District Administration Building, 65 Chapel Street, Garnerville, New York. A qualified military voter who is not currently registered can request a military personal registration form during the same times and at the same locations as listed above. Additionally, qualified military voters can contact the District Clerk to indicate their preference to receive a personal registration application via mail, facsimile or electronic mail.   The register or registers prepared pursuant to Section 2014 of the Education Law will be filed in the Office of the Clerk of the School District at the Administration Office, 65 Chapel Street, Garnerville, New York and will be open for inspection by any qualified voter of the District beginning on Thursday, May 14, 2026 between the hours of 8:30 a.m. and 4:00 p.m., (prevailing time) on each of the five days prior to the day set for the election (Saturday by appointment only) except Sundays.   AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to Section 2014 of the Education Law of the State of New York, the Board of Registration will meet on May 19, 2026 between the hours of 6:30 a.m. and 9:00 p.m. (prevailing time) to be used at the election to be held in the year 2026 and any special district meetings that may be held after the preparation of said Register, and persons so registered shall be placed on such Register provided that at such meeting of said Board of Registration he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school election for which said Register is prepared, or any special district meeting held after May 19, 2026.   Applications for absentee ballot may be applied for at the office of the District Clerk. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the election (Saturday by appointment only) except Sundays, and such list shall also be posted in the office of the District Clerk on Election Day.   PLEASE TAKE FURTHER NOTICE that applications for absentee ballots and early mail ballots may be applied for at the office of the District Clerk. Applications cannot be received more than thirty days before the vote. If the ballot is to be mailed to the voter, the completed application must be received by the District Clerk no later than 5:00 p.m. on Tuesday, May 12, 2026. If the ballot is to be delivered personally to the voter, the completed application must be received by the Clerk of the District no later than 5:00 p.m. on Monday, May 18, 2026. A list of all persons to whom absentee ballots and early mail ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the election, except Sunday, on weekdays between the hours of 9:00 a.m. and 4:00 p.m., and on Saturday, May 16, 2026, by appointment. Such a list will also be posted in a conspicuous place during the District Meeting and Election.   A qualified military voter who is not currently registered can request a military personal registration form during the same times and at the same locations as listed above. Additionally, qualified military voters can contact the District Clerk to indicate their preference to receive a personal registration application via mail, facsimile, or electronic mail. The list of registered voters will be available for inspection in the Office of the District Clerk on each of the five days prior to the day set for the Annual Meeting and Election, except Sunday, on weekdays, between 9:00 a.m. and 4:00 p.m. and Saturday, by appointment. Qualified military voters may request a military absentee ballot application from the District Clerk between 8:30 a.m. and 4:00 p.m. or via email, and may indicate their preference to receive a military absentee ballot application via mail, facsimile, or electronic mail.
