NOTICE OF PUBLIC BUDGET HEARING, ANNUAL BUDGET VOTE AND ELECTION
UFSD OF THE TARRYTOWNS SCHOOL DISTRICT

NOTICE IS HEREBY GIVEN that the Annual Budget Hearing of the qualified voters of the Union Free School District of the Tarrytowns, in the County of Westchester, New York, shall be held in the BoardRoom of the Administration Building, 200 North Broadway, Sleepy Hollow, NY in said District on May 7, 2026 at 7:00 PM prevailing time.
PLEASE TAKE FURTHER NOTICE that the Annual Election and Budget Vote of the Union Free School District of the Tarrytowns, Westchester County, New York, will be held in School Election District #1 in the Winfield L. Morse School and in School Election District #2 in the Washington Irving School on Tuesday, May 19, 2026, between the hours of 7:00AM and 9:00PM for the purpose of voting upon:
The 2026-2027 School District Budget as adopted by the Board of Education (which will appear on the ballot as Proposition # 1).
Two members of the Board of Education, each for a three-year term beginning on July 1, 2026 and ending on June 30, 2029, to succeed John Paine and Liz Santillanes, the incumbents.
To vote upon such other propositions as may properly come before the meeting and conduct other business as authorized by law.
AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for the 2026-2027 school year, exclusive of public monies, may be obtained by any resident of the School District during business hours beginning May 1, 2026, except Saturday, Sunday or holidays, at the School District's Administrative Offices, 200 North Broadway, Sleepy Hollow, NY 10591, as well as in each school building and on the School District's website. A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document.
AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at the School District's administrative offices at 200 North Broadway, Sleepy Hollow, NY, not later than 5:00 PM on Monday, April 20, 2026. The petition must be signed by at least 25 qualified voters of the District and otherwise in accordance with Section 2018 of Education Law. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated. Notice is also given that pursuant to Section 2035 of the Education Law, this Board requires that any proposition on which a vote is requested by any voters shall be submitted in writing to the Board of Education, 200 North Broadway, Sleepy Hollow, New York from Monday through Friday between the hours of 8:00 AM and 4:00 PM and no later than 5:00 PM on Monday, April 20, 2026, and that each such request be signed by at least 25 qualified voters of the district.
NOTICE IS HEREBY GIVEN that persons eligible to vote may register for the school election during the hours of 8:00 AM and 4:00 PM on each day that school is in session, with the exception of the five days preceding the election, as required by law, at the office of the District Clerk.
Military voters who are not currently registered may apply to register as a qualified voter of the School District. In accordance with Part 122 of the Rules and Regulations of the Commissioner of Education, military voters who are qualified voters of the School District may apply for a military ballot. Military voters may apply to register to vote with the District Clerk, by calling that office at 914-332-6241 or by emailing the District Clerk at nvalentin@tufsd.org. Upon such request for a registration application, such military voter may indicate his/her preference for receiving the application for registration by mail, facsimile or electronic mail. Such registration application must be received in the office of the District Clerk no later than 5:00 PM on April 23, 2026.
Military voters who are qualified voters of the School District may obtain an application for a military ballot by calling the District Clerk's office at 914-332-6241 or by emailing the District Clerk at nvalentin@tufsd.org. The application for a military ballot must be received in the office of the District Clerk no later than 5:00 PM on April 23, 2026. The military voter may indicate their preference for receiving the application for military ballot by mail, facsimile, or electronic mail. Any military voter shall be entitled to have his or her name placed upon such Register, provided he or she is known or proven to be to the satisfaction of the District Clerk to be then or thereafter entitled to military voter status at the annual meeting and election for which such Register is prepared. A list of all persons to whom military ballots are issued will be available for inspection to qualified voters of the School District in the office of the District Clerk beginning five (5) days prior to the date set for the annual meeting and election, between the hours of 8:00 AM and 4:00 PM, on weekdays, and on Saturday, May 16, 2026, by prior appointment only, and on May 19, 2026, the day set for the election.
Military ballots will be mailed or otherwise distributed no later than 25 days before the election. Military ballots must be received by the District Clerk (1) before the close of the polls on election day and showing a cancellation mark of the U.S. postal service or a foreign country's postal service, or showing a dated endorsement of receipt by another agency of the U.S. government or (2) by 5:00 P.M. on election day and signed and dated by the military voter and one witness thereof, with a date which is ascertained to be not later than the day before the election.
NOTICE IS ALSO GIVEN that the Board of Registration of this school district will meet on Tuesday, May 12, 2026, between the hours of 4:00 PM and 8:00 PM in Board Room of the Administration Building, 200 North Broadway, Sleepy Hollow, New York, for the purpose of preparing a register of the duly qualified voters of this district for use at the Annual Meeting and Vote of qualified voters to be held on Tuesday, May 19, 2026. Any person shall be entitled to have his or her name placed upon such register provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school meeting for which such register is prepared. The register so prepared shall include all persons who shall have presented themselves personally for registration in accordance with New York State Education Law and may include all persons who shall have been previously registered thereunder and who shall have voted at any school district election conducted in 2022, 2023, 2024, 2025 or who shall be listed upon the current voter registration lists maintained by the Board of Elections of Westchester County which, pursuant to New York State Election Law, are delivered to the school district by such Board of Elections as the registration lists for appropriate election districts of those portions of the election districts encompassing the school. The register so prepared will be available for inspection to qualified voters of the School District in the office of the District Clerk beginning five (5) days prior to the date set for the annual meeting and election, between the hours of 8:00 AM and 4:00 PM, on weekdays, and on Saturday, May 16, 2026, by prior appointment only, and on May 19, 2026, the day set for the election.
NOTICE IS ALSO GIVEN that applications for absentee and early mail ballots may be applied for at the office of the Clerk of the District no earlier than thirty (30) days before the election. Such application must be received by the District Clerk at least seven days before the election, if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter or his/her designated agent. Upon receiving a timely application for an absentee and/or early mail ballot to be mailed to the voter, the District Clerk will mail the ballot to the address designated on the application by no later than six (6) days before the election. To be counted, absentee and/or early mail ballots must be received by the District Clerk not later than 5:00 PM on the date of the election.
A list of persons to whom absentee and/or early mail ballots shall have been issued will be available in the Office of the District Clerk for inspection during the five (5) days prior to such election between the hours of 8:00 AM and 4:00 PM on weekdays, and on Saturday, May 16, 2026 by appointment only, and at the polling places on the day of the vote. Any qualified voter present in the polling places may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls.
The register of all voters prepared pursuant to Section 2014 of the Education Law will be filed in the Office of the Clerk of the School District at 200 North Broadway, Sleepy Hollow, NY 10591, and will be open for inspection by any qualified voter of the School District beginning five (5) days prior to the election between the hours of 8:00 AM and 4:00 PM on weekdays, and on Saturday, May 16, 2026 by appointment only and on May 19, 2026, the day set for the election. Any qualified voter may, upon examination of such names, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge.
The boundaries of the school election district are as follows:
SCHOOL ELECTION DISTRICT NO. 1
Commencing at the northwest corner of the northerly boundary line of the Union Free School District No. 1 of the Towns of Greenburgh and Mount Pleasant, Westchester County, New York, and running thence easterly, southwesterly, southeasterly and northeasterly along said northerly boundary line to the centerline of Gory Brook Road, thence running southwesterly along the centerline of said Road to the centerline of the Pocantico River; thence running along the centerline of said River southwesterly to the centerline of the Old Croton Aqueduct; thence running southerly along the centerline of said Aqueduct to the centerline of Bedford Road; thence running easterly along the centerline of said Bedford Road and along the centerline of Old County House Road to the centerline of Andre Brook; thence running westerly down and along the centerline of said Andre Brook to the centerline of Broadway, thence running westerly along the Sleepy Hollow-Tarrytown Village boundary line to the Hudson River; thence running northerly along the Hudson River shoreline to the point or place of beginning.
SCHOOL ELECTION DISTRICT NO. 2
Commencing at the northwest corner of the northerly boundary line of the Village of Tarrytown and running thence easterly along the Village boundary line to a point in the Centerline of the Old County House Road where the same intersects with the Centerline of Andre Brook and running thence easterly along the centerline of Old County House Road to a point northwest of the Tarrytown Pumping Station; running thence southwesterly across the Tarrytown Reservoir and thence southerly along the easterly boundary line of said District to a point where a straight line extended easterly from the centerline of Union Avenue would meet the easterly line of said district; and running thence southeasterly, southerly southwesterly along the easterly boundary line of said District to the southeasterly point of said District where Benedict Avenue and Old White Plains Road meet; running thence westerly along the centerline of Old White Plains Road to the centerline of White Plains Road, running thence westerly along the centerline of White Plains Road to the centerline of Broadway; running thence southerly along the centerline of Broadway to the centerline of Van Wart Avenue, running thence westerly along the centerline of Van Wart Avenue and across the Metro-North Railroad Company property; to the Hudson River and the westerly boundary line of said district; running thence northerly along the westerly boundary line of said district and the Hudson River to the point or place of beginning.
NOTICE IS HEREBY GIVEN that Section 495 of the Real Property Tax Law requires the District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value of the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payment in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, said exemption report shall be posted on any District bulletin board maintained by the District for Public Notices, as well as on the District's website.
