Announces a Proposed Plan for Operable Unit 4 North at the
Kerr McGee-Navassa Superfund Site located in
Navassa, North Carolina
The United States Environmental Protection Agency (EPA) has issued a Proposed Plan to address contamination at operable unit 4 North (OU4 North) that allows for community-supported reuse of property at the Kerr-McGee Chemical Corporation Superfund Site. The proposed remedy involves removing contaminated surface soil and putting restrictions in place to manage the remaining subsurface soil that could be dangerous for construction workers. The remedy includes disposing of the contaminated surface soil, backfilling the areas with clean soil and restoring the site.

The EPA will present its proposed plan for OU4 North at a public meeting on Tuesday, September 23, 2025, from 6:00 p.m. – 8:00 p.m. The meeting will be held at the Navassa Community Center, 338 Main Street, Navassa, NC 28451. The EPA is seeking input on whether OU4 North should be cleaned for non-residential or residential use, including uses like daycares, schools, and playgrounds. The Preferred Alternative could make OU4 North suitable for either use, with restrictions to prevent contact with the remaining contaminated soil. Both residential and non-residential cleanups would use the same approach, but the areas needing cleanup, the amount, and land use rules will change depending on the land's intended use. OU4 North might have unknown risks, contamination, or debris, so some use restrictions will be necessary for both residential and non-residential cleanups. For example, if digging or moving dirt is needed, it will need to be planned with the EPA and the State to ensure safety if contamination is found.
The Proposed Plan summarizes and identifies key information from the Site's Remedial Investigation Report and the 2025 Feasibility Study Report, and other documents in the Site's administrative record. The administrative record is available at: www.epa.gov/superfund/kerr-mcgee-chemical-corp. The EPA, in consultation with the North Carolina Department of Environmental Quality (NCDEQ), may modify the cleanup plan presented in this Proposed Plan based on new information or public comments received during the public comment period.
