ADVERTISEMENT FOR BIDS
Sealed proposals will be received by Salinas Valley Memorial Healthcare System, located in Salinas, California and operating as Salinas Valley Health (SVH), for the furnishing of all labor, materials, equipment and services to SVH necessary for and incidental to the construction of the following capital improvements:
Chiller Replacement 200 Ton, Lab Air Handler Replacement, and Thermal Fluid Plant
General Description: The Work consists of the following three capital improvement projects, which are being solicited under a single competitive procurement and will be awarded to a single bidder and executed under three separate construction contracts for District accounting purposes:
(A) SVM CIP Chiller Replacement 200T – replacement of an existing 200-ton centrifugal chiller, cooling tower, and associated mechanical, electrical, and controls systems.
(B) SVM CIP LAB AIR HANDLER - replacement of an existing air handling unit and associated distribution system components primarily serving the laboratory and other critical care areas.
(C) THERMAL FLUID PLANT - replacement of existing boilers and thermal fluid heaters with new high-efficiency boiler equipment, associated mechanical, electrical, and control systems; connections to existing heating water, fuel, flue,
condensate, and power systems; and construction of a structural bridge to support associated piping.
The Work shall be bid in its entirety. Bidders shall submit pricing for all three projects. Bid proposals that do not include all three projects will be deemed non-responsive. The District intends to award the Work to a single responsive, responsible bidder based on the lowest aggregate responsive bid for all three projects. Separate construction contracts will be executed for each project.
Each project includes demolition; furnishing and installation of new equipment; structural anchorage; electrical and hydronic distribution; fire alarm and building management system integration; roofing patch-back; testing; and air balancing. The successful bidder shall be responsible for all startup and pre-functional testing of equipment, and support of the Hospital's Commissioning Agent.
Bidders will be responsible for coordinating all activities, workforce, materials, and impacts across all three projects to ensure the Work is completed as efficiently as possible while fully meeting all contract requirements.
All work shall be performed in an occupied hospital environment in accordance with the approved construction documents and applicable codes and standards and is subject to review and approval by the California Department of Health Care Access and Information (HCAi). Bidders shall maintain a protected worksite with continuous adherence to infection control, site cleanliness, fire and life safety requirements, and consideration for patients, visitors, and staff throughout construction. To minimize disruption, particularly for activities generating prolonged noise, utility shutdowns, vibration, or access interruptions—bidders
shall anticipate that off-hour and weekend work will be required throughout the project.
Bids: Sealed bids will be received by SVH at the Construction Office located at 535 E Romie Lane, Suite 6, Salinas, California, until 1:00 p.m. on August 12, 2026 at which time all bids will be publicly opened. Bids will be referred to a subsequent SVH Board of Directors meeting for appropriate action. All Bid Proposals shall be submitted on forms furnished by SVH. Bid Proposals must
conform with, and be responsive to, the Bid and Contract Documents, copies of which may be obtained from SVH as indicated below. Only Bid Proposals submitted to SVH prior to the date and time set forth above for the public opening and reading of Bid Proposals shall be considered. Note: Bids submitted orally or by telephone, electronic transmission (email) or facsimile will be considered invalid and will not be accepted. Each Bid Proposal shall be accompanied by:
1. Bid Letter (including acknowledgement of receipt of Addenda)
2. List of Subcontractors
3. Bidder's Guaranty: Bidder's Bond or Irrevocable Standby Letter of Credit
4. Non-Collusion Certification
All information and responses of a Bidder in its Bid Proposal, and other documents accompanying the Bid Proposal, shall be complete, accurate and true. Incomplete, inaccurate, or untrue responses or information provided by a Bidder shall be grounds for SVH to reject such Bidder's Bid Proposal as nonresponsive.
Pre-Bid Conference: There will be a non-mandatory pre-bid conference held prior to the date of bid. The conference will take place on July 29, 2026, from 11:00 a.m. - 12:30 p.m., in the SVH Construction Office located at 535 E. Romie Lane, Suite 6, Salinas, CA 93901. Request to access the hospital for site investigation shall be coordinated through kdo@bogardconstruction.com. Bidders and their subcontractors are encouraged to investigate the existing conditions prior to close of the bidding period.
Questions: All requests for interpretation of the drawings and specifications or other questions regarding this project during the bidding process shall be submitted to SVH in writing by email with the original copy to follow by mail. No telephone questions will be accepted. All written requests for interpretation (RFIs) or correction of the Contract Documents must be received within five (5) days of close of bid. Bid and Contract Documents: Requests for digital versions of the Documents shall be addressed to Salinas Valley Memorial Healthcare System or Salinas Valley Health, Attn: Kim Do (kdo@bogardconstruction.com). Labor & Material Payment and Performance Bonds. The successful bidder will be required to furnish a labor & material payment bond and performance bond equal to one hundred percent (100%) of the Contract Price. Each bond must meet the statutory requirements for a public construction project as set forth in California Civil Code Section 3248. The bonds shall be secured through a surety company approved by SVMHS and paid for by the Prime Contractor.
Bid Acceptance/Rejection. SVH reserves the right to reject any or all bids and to waive any informalities in the bidding, or in any bid received. The Contract for the Work, if awarded, will be by action of the SVH Board of Directors to the responsible Bidder submitting the lowest responsive Bid Proposal. If Alternate Bid Items are included in the bidding, the lowest priced Bid Proposal will be determined on the basis of the Base Bid Proposal or on the Base Bid Proposal and the combination of Alternate Bid Items selected in accordance with the applicable provisions of the Instructions for Bidders. No bid shall be withdrawn for a period of ninety (90) calendar days subsequent to the opening of bids without the consent of SVH.
Contractor License Classification. In accordance with the provisions of California Public Contract Code §3300, SVH requires that Bidders have a valid and current Class B California Contractors License. Bidders must be properly licensed at the time that the Contract for the Work is awarded and at all times during the Work. Any Bidder not so duly and properly licensed shall be subject to all penalties imposed by law. No payment shall be made for work, labor, materials or services provided under the Contract for the Work unless and until the Registrar of Contractors verifies to SVMHS that the Bidder awarded the Contract is properly and duly licensed to perform the Work.
Prevailing Wage. Minimum prevailing wage rates are required to be paid for each craft, classification, or type of worker needed to execute the Contract. Copies of such minimum rates are on file at the Administration office of SVH, and are available to any interested party upon request. See Labor Code Section 1773 et seq.
