"PUBLIC PARTICIPATION FOR SOUTHERN CRATER REGION SOLID WASTE MANAGEMENT PLAN AMENDMENT"
In accordance with Virginia Solid Waste Management regulations 9 VAC 20-130-175, citizens may comment on the amendments to the Southern Crater Region Solid Waste Management Plan (SWMP). COMMENT PERIOD: March 1, 2026, through April 14, 2026. NAME AND ADDRESS OF APPLICANT: Southern Crater Planning District, PO Box 1808, Petersburg, Virginia 23805. PURPOSE OF NOTICE: The purpose of this notice is to allow the public to comment on these proposed amendments to the Solid Waste Management Plan. AMENDMENT DESCRIPTIONS: This amendment will add a description of the Skippers Rail Yard (SRY) into the regional Solid Waste Management Plan (SWMP). The SRY includes a rail-to-truck transfer facility and ash beneficiation facility. The transfer facility imports waste such as contaminated soils, construction demolition debris, containerized municipal solid waste, or asbestos containing material, via a mainline CSX railroad and transfers the waste to trucks while hauling the waste to permitted landfills for disposal. The ash beneficiation facility includes a rotary building for offloaded ash from rail cars, a lined, solid waste permitted storage facility for storing ash during processing, and a ponded ash beneficiation system (PABS) that processes the ash into marketable raw material for cement production. Ash processed by the PABS is exported by truck and rail to end markets. TO REVIEW THE PERMIT APPLICATION: A copy of the Solid Waste Management Plan amendment is available for review under the title "Southern Crater SWMP" at the Crater Planning District office, 1964 Wakefield Ave, Petersburg, Virginia 23805. Comments must include the name and address of the person commenting as well as a brief statement regarding the interest of the person commenting and how the SWMP amendments may affect the citizen.
