NOTICE OF SPECIAL SCHOOL DISTRICT
MEETING AND ELECTION AND AVAILABILITY OF
ABSENTEE BALLOTS
Chenango Forks Central School District
Broome and Chenango Counties, New York
PLEASE TAKE NOTICE that a Special School District Meeting and Election of the Chenango Forks Central School District, Broome and Chenango Counties, New York, will be held on October 8, 2025 in the Chenango Forks High School auditorium, at which the polls will be kept open between the hours of 12:00 0'clock Noon and 8:00 0'clock P.M., Prevailing Time, for the purpose of voting by voting machine upon the following bond proposition:
BOND PROPOSITION
Shall the following resolution be adopted, to-wit:
RESOLVED, shall the Board of Education of the Chenango Forks Central School District, Broome and Chenango Counties, New York, be authorized to reconstruct and construct improvements to various School District buildings and facilities, together with original furnishings, equipment, machinery, apparatus, appurtenances, and other site and incidental improvements and expenses in connection therewith, at a maximum estimated cost of $6,000,000, and that the remaining $6,000,000, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District shall be issued.
NOTICE IS ALSO GIVEN that the qualified voters of the School District shall be entitled to vote at said special meeting and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 52018-c. Such form may include a driver's license, a nondriver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address.
NOTICE IS FURTHER GIVEN, that applications for absentee ballots for the special disfrict meeting and election, in accordance with Section 2018-b of the Education Law and any applicable Executive Orders of the Governor of the State of New York, may be obtained from the office of the School District Clerk. The completed application for absentee ballot must be received by the School District Clerk no later than seven (7) days preceding the vote on October 8, 2025. A list of all persons to whom absentee ballots have been issued will be available for public inspection in the office of the School Disfrict Clerk during regular office hours until the day of the election.
AND BE IT FURTHER RESOLVED that militaty voter may apply for a military ballot by requesting and returning a military ballot application, by mail or in person, to the office of the Clerk of the School District no later than 5:00 p.m. no later than seven (7) days preceding the vote on October 8, 2025. and must indicate his/her preference for receiving said military ballot application or military ballot by mail, facsimile transmission or email. Military ballots must be received in the office of the School District Clerk no later than 5:00 0'clock P.M. on the day of the special district meeting.
AND FURTHER NOTICE IS HEREBY GIVEN that applications for early mail voting may be applied for at the Office of the District Clerk. Such requests must be received by the District Clerk at least seven (7) days before the vote set in this notice if the ballot is to be mailed to the voter, or the day before the vote if the ballot is to be issued to the voter or their agent in person. Early Mail Voting ballots must be received in the office of the District Clerk not later than 5:00 PM on the day of the vote.
AND FURTHER NOTICE IS HEREBY GIVEN that a list ofpersons to whom early mail ballots are issued will be available for inspection to qualified voters of the district in the office of the District Clerk of the school district on weekdays between the hours of 7:00 am — 3:30 pm from the filing of such list until the day set for the special meeting and election. Any qualified voter may object to the voting of the ballot upon appropriate grounds by making a challenge and the reason therefore known after review in the DistHct Clerk's office and the District Clerk will submit the challenge to the inspectors of the election before the close of the polls.
SEQRA DETERMINATION: The proposition involves a capital project which constitutes "actions" which have been determined to be a "Type Il Action" pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act ("SEQRA"), which the School District has determined, will not result in any significant adverse environmental impact. SEQRA compliance materials are available at the Office of the School District Clerk where they may be examined during normal business hours.
