The regular meeting of the Lafourche Parish Fire Protection District Number Three Board of Commissioners was held on Tuesday, December 17, 2024. The meeting took place at the Lafourche Parish Fire District 3 Training Building in Cut Off. Chairman Reggie Pitre called the meeting to order at 6:31 PM. PLEDGE TO THE AMERICAN FLAG: Chairman Pitre led the pledge to our flag. ROLL CALL OF COMMISSIONERS: Chairman Reggie Pitre–Present; Vice-Chairman Dean Savoie–Present; Commissioner Morris Guidry–Present; Commissioner Aaron Montez–Present; Commissioner Troy Dufrene–Present. APPROVAL OF BOARD MEETING MINUTES: Commissioner Dufrene moved to accept the minutes of the November 22, 2024, Regular Board Meeting, as written, seconded by Commissioner Montez. No public comments. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. OLD BUSINESS: Brenton Hebert with GIS Engineering gave update on Leeville Station. Electrical up. Introduced Change Order No. 4 to relocate the louver and fan motor in the amount of $8,277.08. Discussion held. Commissioner Savoie motion to accept Change Order No.4, seconded by Commissioner Dufrene. Public comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. Introduced Pay App No.7 in the amount of $27,754.98. Commissioner Savoie motion to accept Pay App No.7, seconded by Commissioner Montez. Public comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez– Yea. Hebert spoke about Belle Amie Station. Back driveway poured today. Building frame is up, culverts removed. FEMA will not pay for culverts and catch basins. Councilman Lorraine addressed the Board and advised a resolution should be passed, Parish Council will/may help you. Discussion held. MM Pitre stated it will be cheaper and easier on upkeep to run the culverts. Commissioner Savoie motion to accept Change Order No.1 in the amount of $18,921.00, seconded by Commissioner Dufrene. Commissioner Montez motioned to request the Parish assist to help with the cost as it will help the entire street, seconded by Commissioner Savoie. Public Comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. Hebert presented Change Order No.2 in reference to running underground conduit. Discussion held. Commissioner Dufrene motioned to approve Change Order No.2 in the amount of $6,397.00, seconded by Commissioner Savoie. Public Comments: None. Hebert then presented Change Order No.3 in the amount of $6,659.00, to reduce the thickness of the side driveway, due to the culverts. Commissioner Savoie motioned to approve Change Order No.3, seconded by Commissioner Montez. Public Comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez-Yea. Hebert presented Pay App No.5 for Belle Amie in the amount of $125,074.15. Commissioner Dufrene motioned to approve Pay App No.5, seconded by Commissioner Montez. Public Comments: None. Hebert then advised he received CSRS's comments on the Training Tower, bid advertising will start at the end of January. Hebert stated that GIS received the report from YKH Consultants today. Discussion held. Commissioner Savoie motioned to give Chief Dedon the authority to handle the project, seconded by Commissioner Dufrene. Public Comments: None. Ben Rath w/ CSRS advised he received email today stating Eagle Carports will correct the changes in the building and provide stamped engineer's report. Fire Central deemed replacement and has been obligated. West Cut Off sent back to Resource Manager. CSRS is working on comments for South Golden Meadow drawings to send back to Chase Marshall Architects. Dedon still working on temporary apparatus enclosure locations for Cut Off and Golden Meadow. Discussion held. Policy 510- Dedon requested board members review all polices and discuss it at the next meeting. Discussion held. Dedon spoke about the Safety Incentive Policy. Discussion held. Commissioner Dufrene motioned to do what we've been doing for this year and implement new policy on January 1st, seconded by Commissioner Montez. Public Comments: None. Chief Dedon advised he was contacted by a company for fire watch personnel. Reached out to other agencies to review their policies. Discussion to decide personnel rate, decided $35/hour, 100% goes to the employee. Per MM Pitre's suggestion, charge daily rate of $250 for the truck, but any hours used would be charged above that daily rate. Commissioner Dufrene motioned to approve the policy, seconded by Commissioner Savoie. Public Comments: None. FIRE CHIEF'S REPORT: Fire Chief Devin Dedon advised a Rope and Confined Space training was scheduled for Thursday for Superior Shipyard and Allied. Proposed creating a Longevity Policy. Discussion held. Advised the Community Christmas Party was a success and thanked all who helped. Invited board members to the Lafourche Fire Chiefs Association meeting in January. Wished everyone a Merry Christmas. COMMUNICATION'S REPORT: Communications Supervisor Mary Rotolo reported 134 EMS and 63 Fire this month. Will be out for surgery, Mary St.Pierre will be interim supervisor. Will start advertising for 2 new dispatchers soon. MECHANIC'S REPORT: Master Mechanic Ryan Pitre reported 1 vehicle was brought in for routine maintenance, needs a lot of work. Received 8 work orders and 23 CAD reports. Pump testing needs to be done before the end of the year and he's still working alone. CHAIRMAN'S REPORT: Chairman Pitre stated the Policy Manual currently in place is reviewed and voted on by the board members anytime a change is made. Commissioner Dufrene motioned to accept current policy manual, seconded by Commissioner Montez. Public Comments: None. Wished everyone a blessed and happy holiday season. Advised Secretary J.Pitre to remove Finance Report off of the agenda. Stated bills are paid on time.
