The regular meeting of the Lafourche Parish Fire Protection District Number Three Board of Commissioners was held on Tuesday, February 25, 2025. The meeting took place at the Lafourche Parish Fire District 3 Training Building in Cut Off. Chairman Reggie Pitre called the meeting to order at 6:32 PM. PLEDGE TO THE AMERICAN FLAG: Chairman Pitre led the pledge to our flag. ROLL CALL OF COMMISSIONERS: Chairman Reggie Pitre – Present; Vice-Chairman Dean Savoie – Present; Commissioner Morris Guidry – Absent; Commissioner Aaron Montez – Present; Commissioner Troy Dufrene – Present. APPROVAL OF BOARD MEETING MINUTES: Commissioner Dufrene moved to accept the minutes of the January 28, 2025, Regular Board Meeting, as written, seconded by Commissioner Savoie. No public comments. Vote held: Commissioner Savoie – Yea; Commissioner Guidry – Absent; Commissioner Dufrene - Yea; Commissioner Montez – Yea. OLD BUSINESS: Hebert presented Pay App No.7 for the Belle Amie Station. Commissioner Savoie motion to approve Pay App No.7 in the amount of $78,996.68, seconded by Commissioner Montez. Public comments: None. Vote held: Commissioner Savoie – Yea; Commissioner Guidry – Absent; Commissioner Dufrene - Yea; Commissioner Montez – Yea. Hebert gave update on Leeville Station: Contractor working on punch list items. Introduced Pay App No.9 in the amount of $17,715.36. Commissioner Savoie motion to approve it, seconded by Commissioner Montez. Public comments: None. Vote held: Commissioner Savoie – Yea; Commissioner Guidry – Absent; Commissioner Dufrene - Yea; Commissioner Montez – Yea. Introduced Change Order No.5, adding 168 extra days to extend the contract. Commissioner Dufrene motion to approve it, seconded by Commissioner Savoie. Public comments: None. Vote held: Commissioner Savoie – Yea; Commissioner Guidry – Absent; Commissioner Dufrene - Yea; Commissioner Montez – Yea. Presented Substantial Completion for Leeville Station. Commissioner Savoie motion to approve it, seconded by Commissioner Dufrene. Public comments: None. Hebert advised bids for Training Tower will be opened on Thursday @ the GIS office in Houma. Hebert advised the dehumidifier was installed and repairs to A/C are completed at Port Fourchon Station. Chief Dedon stated if the mold test comes back good, our guys will move back in on Friday. Ben Rath w/ CSRS gave updates on stations: West Cut Off: FEMA Site Inspection on March 11th. Chief Dedon added that Hurricane Francine's tower damage will be looked at too. South Golden Meadow: FEMA wrote as replacement, now questioning elevation of project. CSRS and CMA will meet after Mardi Gras to discuss. CSRS VP Allison Davis gave additional updates: -South Golden Meadow: CSRS looking for an increase in replacement cost. Will keep as replacement and increase eligible costs. Plans need to be looked at; could be 6-8 weeks for design review due to FEMA layoffs. 3-4 months out at this point. Fire Central: CSRS requested project back to add cost. Very close to 50% rule, at 50.2% now. Project pushed back to FEMA with added cost for Codes & Standards. Chairman Pitre thanked them for the help. Policy Committee: Did not meet yet. Received list from Auditor of policies that need to be added. Will try to meet after Mardi Gras. NEW BUSINESS: CSRS Contract: Dedon met with CSRS; they are currently at 93% of their contract. If projects continue to move forward, we can extend contract. Will continue to look at other options though. Commissioner Savoie motioned to allow Chief Dedon to have authority to engage in a contract, seconded by Commissioner Dufrene. Public Comments: None. Vote held: Commissioner Savoie – Yea; Commissioner Guidry – Absent; Commissioner Dufrene - Yea; Commissioner Montez – Yea. Resolution 2025-0225: Chairman Pitre read aloud. Authorizes Chief Dedon to enter into a contract with LAD. Commissioner Savoie motioned accept, seconded by Commissioner Dufrene. Public Comments: None. Vote held: Commissioner Savoie – Yea; Commissioner Guidry – Absent; Commissioner Dufrene - Yea; Commissioner Montez – Yea. FIRE CHIEF'S REPORT: Chief Dedon advised health insurance renewal increased by 6.1%; District will cover increase. Commissioner Savoie motioned to incur increase, seconded by Commissioner Dufrene. Public Comments: None. Vote held: Commissioner Savoie – Yea; Commissioner Guidry – Absent; Commissioner Dufrene - Yea; Commissioner Montez – Yea. Chief Dedon advised District will switch to BCBS on dental and vision, saving 8% on dental and 10% on vision. Trustees have been painting buildings, will start hydrants after. Replacement station signs have been ordered. Scheduling a meeting with GLPC to extend contract. Hose testing nearing completion; scheduling air pack and ladder testing next. COMMUNICATION'S REPORT: Interim Supervisor Mary St.Pierre reported 266 EMS and 75 Fire calls this month. Expert Technology installed new computer. 2 new dispatchers started training. MECHANIC'S REPORT: Master Mechanic Ryan Pitre reported 2 vehicles brought in for scheduled maintenance. He received 14 work orders and 26 CAD maintenance reports. Requested to add 2 items for public surplus: bed cover and drawer system. Commissioner Dufrene motioned to approve, seconded by Commissioner Montez. Public Comments: None. CHAIRMAN'S REPORT: Chairman Pitre stated it's been a long road since Hurricane Ida; he's thankful to still be here and see progress. Stay safe for Mardi Gras. COMMISSIONERS' REPORTS: Commissioner Guidry: Absent. Commissioner Savoie: Keep up the good work! Commissioner Dufrene: Thanks for what y'all do.
