The regular meeting of the Lafourche Parish Fire Protection District Number Three Board of Commissioners was held on Tuesday, July 22, 2025. The meeting took place at the Lafourche Parish Fire District 3 Training Building in Cut Off. Chairman Reggie Pitre called the meeting to order at 6:30 PM. PLEDGE TO THE AMERICAN FLAG: Chairman Pitre led the pledge to our flag. ROLL CALL OF COMMISSIONERS: Chairman Reggie Pitre–Present; Vice-Chairman Dean Savoie–Present; Commissioner Morris Guidry–Present; Commissioner Aaron Montez–Present; Commissioner Troy Dufrene–Present. APPROVAL OF BOARD MEETING MINUTES: Commissioner Savoie moved to accept the minutes of the June 24, 2025, Budget Hearing, as written, seconded by Commissioner Montez. No public comments. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. Commissioner Savoie moved to accept the minutes of the June 24, 2025, Regular Board Meeting, as written, seconded by Commissioner Montez. No public comments. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. OLD BUSINESS: Hebert advised Belle Amie has a few punch list items left. Hebert then presented Pay App No. 12 in the amount of $2,624.17, for Belle Amie. Commissioner Dufrene motion to approve Pay App No. 12, seconded by Commissioner Montez. Public comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. Hebert gave update on Training Tower. Foundation poured 1.5 weeks ago. Building scheduled for delivery on July 30th. Hebert introduced Pay App No. 3 in the amount of $30,397.15, for the Training Tower. Commissioner Savoie motion to approve Pay App No. 3, seconded by Commissioner Dufrene. Public comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. Hebert stated Picciola was given Notice to Proceed for West Cut Off Temp Station on July 14th, set to be complete on July 29th; Notice to Proceed for South Golden Meadow Temporary Station was given on August 1st, set to be complete on August 15th. Buildings are ready to ship. Chief Dedon presented quotes for the building for South Golden Meadow Temporary Station. Rescue Portable Building Sales had lowest quote at $25,898.80. Commissioner Dufrene motion to go with lowest quote, seconded by Commissioner Savoie. Public comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. Nick Marshall traveled to the Port Fourchon Station to inspect AC situation. He advised that low density foam will help on roof panels. Commissioner Guidry explained how they've fixed those issues in the past. Ben Rath w/ CSRS spoke about the Programming and Demolition meeting earlier this month. Received design schedule earlier today. Explained schedule. Engineers now working on schematic design drawings-should have those by August 7th. Rath advised cost estimate at 44% for West Cut Off's Repair vs Replace. Rath stated bids for South Golden Meadow Rebuild started today. Pre-Bid meeting will be held on August 7th. Bids are due the same day as August's Board Meeting. Rath advised Generator Grant required Entergy's Outage Report for the Generator Grant. NEW BUSINESS: Engage CPA: Chief Dedon advised Budget and Accounting Administrator Michaela Guidry would like to continue working with Martin & Pellegrin. Savoie motion to engage Martin & Pellegrin as CPA for audit, seconded by Commissioner Dufrene. Public comments: None. FIRE CHIEF'S REPORT: Chief Dedon explained AirMed Landing Zone incident at Lady of the Sea Hospital, causing $793.00 of damage to a volunteer's truck. Discussion held. Savoie motion to pay the deductible, pending attorney's opinion, seconded by Commissioner Dufrene. Public comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. Chief Dedon advised insurance was secured for all stations. Will work w/ GOHSEP on ICC waiver moving forward to lower cost. Stated 4 firefighters volunteered their time to cover calls in Calcasieu Parish for LODD. 5 new EMRs were certified through Acadian. Spoke about response to technical rescue on elevated highway, bridge crew was happy with the response. Firefighters assisted Grand Isle and Port Fourchon with fishing rodeos. Advised he would like to email board members the RFP to review for purchase of new CAD system. Commissioner Savoie motion to move forward with RFP advertisement CAD system, seconded by Commissioner Montez. Public comments: None. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. COMMUNICATION'S REPORT: Supervisor Mary St. Pierre absent. Recorder went out at Training Building- same issue at Station 15. To replace it at Station 15 will cost $17,814.33. Commissioner Dufrene motioned to replace Station 15 recorder, seconded by Commissioner Montez. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Yea; Commissioner Montez–Yea. MECHANIC'S REPORT: Master Mechanic Ryan Pitre reported he received 34 CAD work orders and 31 maintenance reports. Everything was running okay, but R68 went out a few minutes ago- will go check it after the meeting. CHAIRMAN'S REPORT: Chairman Pitre advised there will be an Ethics Training in Thibodaux on October 1st. Reminded everyone to stay hydrated and don't forget to tell your chief Happy Birthday. COMMISSIONERS' REPORTS: Commissioner Guidry: Happy Birthday Chief! Commissioner Savoie: Happy Birthday Chief! Commissioner Dufrene: None. Commissioner Montez: Stay hydrated- it's either hot or hot and raining this time of year. Chairman Pitre added a thank you to Jimmy Owensby and Brandon Gaspard on thinking outside of the box on a Landing Zone call. PUBLIC COMMENTS: None.
