CONDENSED MINUTES Regular meeting of the Common Council of the City of Greenfield held at the Greenfield City Hall on Tuesday, August 19, 2025, at 7:00 p.m. Mayor Neitzke presiding; Ald. Drzewiecki, Bailey, Kastner, Saryan, Akers present. The following actions taken by Council: Approve correction to the July 15, 2025 Common Council minutes. Mayor Neitzke said that the minutes should be corrected to move the statement, "There was a discussion that this was the old Genesis and Embers building." from under agenda item K6 to under agenda item K5. Motion by Ald. Kastner, seconded by Ald. Drzewiecki to approve the minutes with that correction stated. Approve correction to the July 25, 2025 Special Common Council minutes. Mayor Neitzke said that the minutes should be corrected to "B4. Decision and possible motion to approve the limited waiver, subject to the conditions discussed in closed session. (Foley) Motion by Alderperson Bailey, seconded by Alderperson Drzewiecki to approve, subject to the conditions and limitations discussed in closed session. On a roll call vote, motion carried unanimously." from what's presented. Motion by Ald. Kastner, seconded by Ald. Drzewiecki to approve with those stated corrections. Motion by Ald. Akers, seconded by Ald. Kastner to close the public hearing at 7:20 PM on a Special Use Permit for the UPS Store, a proposed private mail carrier business, to be located at 7915 W. Layton Ave., submitted by Ramzey Shawar, d/b/a RJ & KZ LLC, and Kirsten Coons, d/b/a Cushman & Wakefield. Adopt Resolution 4075 for a Special Use Permit and approve a Site Review for the UPS Store, a proposed private mail carrier business, to be located at 7915 W. Layton Ave., submitted by Ramzey Shawar, d/b/a RJ & KZ LLC, and Kirsten Coons, d/b/a Cushman & Wakefield. Motion by Ald. Kastner, seconded by Ald. Bailey to approve agenda items J1a and J1b. Motion by Ald. Kastner, seconded by Ald. Akers to close the public hearing at 7:21 PM on a Special Use Permit for Lake Car Glass, a proposed automotive glass replacement supplier, to be located at 4420 S. 108th St., submitted by Matt Nazari, d/b/a Lake Car Glass, Inc. Adopt Resolution 4076 for a Special Use Permit, and Approve a Site Review for Lake Car Glass, a proposed automotive glass replacement supplier, to be located at 4420 S. 108th St., submitted by Matt Nazari, d/b/a Lake Car Glass, Inc. Motion by Ald. Kastner, seconded by Ald. Drzewiecki to approve agenda items J2a and J2b. Motion by Ald. Drzewiecki, seconded by Ald. Akers to close the public hearing at 8:11 PM on a Special Use Permit for Hacienda Chivolin Food Truck, a proposed food truck business, located at 5110 W. Loomis Rd., submitted by Floralia Tellez Ortiz, d/b/a Alvarez Line LLC. No action taken to Approve a Resolution for a Special Use Permit and Approve a Site Review for Hacienda Chivolin Food Truck, a proposed food truck business, located at 5110 W. Loomis Rd., submitted by Floralia Tellez Ortiz, d/b/a Alvarez Line LLC. Claims received from Louise Ann Johnson. Referred to City's Legal Counsel. Adopt Ordinance 3078 amending Section 13.01 of the Greenfield Municipal Code relating to cigarette, tobacco, and electronic vaping products. Motion by Ald. Drzewiecki, seconded by Ald. Akers. Adopt Resolution 4077 to affirm membership commitment with Cities and Villages Mutual Insurance Company ("CVMIC") and set annual premiums for policy years 2026, 2027 and 2028. Motion by Ald. Kastner, seconded by Ald. Bailey to approve with self-insured retention selection of $37,500. Approve applications for 2025-2026 operator licenses. Motion by Ald. Akers, seconded by Ald. Bailey. Approve a change of agent from Brian Wheatley to Mackenzie Bero, 14890 W. College Ave., Muskego, WI, for the 2025-2026 Class "A" Fermented Malt Beverage Retailer's License held by Walgreen Co., 4688 S. 108th St. (Walgreens #04827). Motion by Ald. Akers, seconded by Ald. Bailey. Approve an application for a Parade License, and a request to waive the license fee, received from the Greenfield High School (Student Senate) to conduct a parade on October 3, 2025, from 3:30 PM to 6:30 PM. (Starts on 51st St. goes down Edgerton turn right onto S. 60th St. into the back parking lot of the high school.) Motion by Ald. Drzewiecki, seconded by Ald. Saryan to approve and waive the fee. Approve application for a Temporary Class "B" Fermented Beverage & "Class B" Wine Retailer's License and a request to waive the license fee, received from Greenfield Professional Fire Fighters Benevolence and Charities, 5330 W. Layton Ave., for Toasting for Charity event on November 15, 2025, from 6:00 PM to 10:00 PM at 7215 W. Cold Spring Rd. Motion by Ald. Akers, seconded by Ald. Drzewiecki. Approve an Outdoor Special Event application for House of Harley's National Guard Ride event on August 22, 2025; House of Harley's Big Al Wetzel Ride event on August 23, 2025; House of Harley's 2025 Sale event on August 30, 2025; and House of Harley's National Fall event on September 13, 2025, to be located at 6221 W. Layton Ave. Application includes the following combination of licenses/ permits: Outdoor Special Event, Temporary Class "B" Retailer's License (beer), and Food. Requesting Council approval to allow unaccompanied underage individuals on the licensed beer premises pursuant to Wis. Stat. 125.07(3)(a)12. Motion by Ald. Drzewiecki, seconded by Ald. Saryan to approve agenda items L8-L11 as presented. Approve an Outdoor Special Event application for Bluemel's Fall Fest, to be located at Bluemel's Garden & Landscape, 4930 W. Loomis Rd., on September 20, 2025. Application includes the following combination of licenses/permits: Outdoor Special Event. Motion by Ald. Akers, seconded by Ald. Saryan. Approve Outdoor Special Event application for Milwaukee Angels Autumn Classic event, to be located at 10777 W. Cold Spring Rd., on September 20 – 21, 2025. Application includes the following combination of licenses/permits: Outdoor Special Event. Mayor Neitzke said that the item has been removed due to the damage at Kulwicki Park. Adopt Ordinance 3079 to amend subsection 10.19(2)(b) of the Code of Ordinances for the City of Greenfield pertaining to dogs in parks. Motion by Ald. Drzewiecki, seconded by Ald. Bailey to approve 4-1, with Ald. Saryan opposed. Those in favor were Ald. Drzewiecki, Bailey, Kastner, and Akers. Approve an agreement with Klemme Floats LLC. Motion by Ald. Akers, seconded by Ald. Drzewiecki. Approve an agreement with Village of Brown Deer to participate in the Market Perks program. Motion by Ald. Akers, seconded by Ald. Drzewiecki. Approve a license agreement with We Energies for the Powerline Trail Phase 3. Motion by Ald. Akers, seconded by Ald. Drzewiecki. Approve an agreement with Cobalt 92, LLC and RJ 92, LLC for the assignment of a drainage easement and related rights, title and interest to the City. Motion by Ald. Akers, seconded by Ald. Drzewiecki. Approve a contract for the project #2008 Pondview Park Dredging with New Berlin Grading, $ 739,796.00. Motion by Ald. Akers, seconded by Ald. Drzewiecki. Approve a Turf Skatepark storm sewer easement agreement with Cobalt Loomis, LLC on vacant lands in the 4200 block of W Loomis Rd, a part of Tax Key No. 600-0081-011. Motion by Ald. Kastner, seconded by Ald. Drzewiecki. Approve a Park and Ride Lot storm sewer easement agreement with Cobalt Loomis, LLC on vacant lands in the 4200 block of W Loomis Rd, a part of Tax Key No. 600-0081-011. Motion by Ald. Drzewiecki, seconded by Ald. Saryan. Approve a Certified Survey Map for a proposed land combination of 4205, 4239, & 4253 W. Loomis Rd., submitted by Bill Ohm, d/b/a Cobalt Partners, LLC, represented by Al Schneider, d/b/a Chaput Land Surveys. (Tax Key Nos. 600-9967-002, 600-9958-002, & 600-9957-003). Motion by Ald. Drzewiecki, seconded by Ald. Akers. Adopt Ordinance 3080 to repeal and recreate Section 3.12 (12) of the Municipal Code to revise the fee schedule for the Public Works Division, eliminating the ditch enclosure permit; Adopt Ordinance 3081 amending Section 8.04 of the Greenfield Municipal Code regarding parking restrictions on South 68th Street; Adopt Ordinance 3082 amending Section 8.04 of the Greenfield Municipal Code by repealing Ordinance 1705 regarding no parking on the west side of South 68th Street in the vicinity of West Barnard Avenue; Adopt Ordinance 3083 amending Section 8.04 of the Greenfield Municipal Code by repealing Ordinance 1754 regarding no parking on the west side of South 68th Street in the vicinity of West Southridge Drive; Adopt Ordinance 3084 amending Section 8.04 of the Greenfield Municipal Code regarding parking restrictions on West Howard Avenue; Adopt Ordinance 3085 amending Section 8.04 of the Greenfield Municipal Code by repealing Ordinance 137 regarding a stop sign at the intersections of South 43rd Street/West Howard Avenue and South 51st Street/West Cold Spring Road; and Adopt Ordinance 3086 amending Section 8.04 of the Greenfield Municipal Code regarding parking restrictions on South 51st Street. Motion by Ald. Akers, seconded by Ald. Bailey to approve agenda item L23-L30. Approve to revise Parks and Recreation Department organizational chart; Approve to revise job title of Parks/Facilities Supervisor to Parks Supervisor, revise job description and set salary; Approve to revise Department of Neighborhood Services organizational chart; Approve to create job description of Inspection Services Manager in the Department of Neighborhood Services, set salary, recruit and hire; Approve fund transfers between capital improvement accounts; Approve a maintenance agreement between Jani-King of Milwaukee and the Greenfield Fire Department; Approve an agreement with Catalis Tax & CAMA, Inc for assessment services for a term ending July 31, 2028, with two 1-year extension options; Adopt Resolution 4078 to update resolution # 3946, the city's investment policy, with two additional banks; Approval of schedules of disbursements, $7,518,730.35; Approval of mileage reimbursements, $333.55; Accept June 2025 financial statements; Investments and reinvestments for June 2025; and Investments and reinvestments for July 2025. Motion by Ald. Drzewiecki, seconded by Ald. Saryan to approve agenda items L31-L43. Motion by Ald. Akers, seconded by Ald. Drzewiecki to adjourn at 8:33 PM.
