Notice is hereby given that Online Bids will be received by the North Shore Water Commission until 2:00 p.m., Thursday, September 25, 2025, via QuestCDN for the furnishing of all labor and material for the construction of Basin No. 5 Upgrade Project.
The bid opening will be conducted via Microsoft Teams, and bids will be publicly opened and read aloud on SEPTEMBER 25, 2025 AT 2:00 P.M.

Major components of the Work include:
1. Selective demolition of the following
a. Mechanical rapid mixer and drive in its entirety.
b. Existing horizontal flocculators and drives in their entirety.
c. Existing chain and flight sludge scraper and cross collector and drive in their entirety.
2. Installation of new
a. Horizontal flocculators and drives
b. Chain and flight sludge cross collector
c. Water supply and fire hose connections
3. Reconfiguration of raw water piping to consist of pipe reducers, magnetic flow meter, static mixer with chemical injection ports, and relocation of coagulant feed point.
4. Injection of hydrophilic waterstop chemical grout in multiple locations and subsequent leak testing (unit price).
5. Reconstruction of access hatches (multiple locations)
6. Replacement of sump pump
7. Miscellaneous electrical work
8. Site restoration
The Work will be substantially completed on or before September 18, 2026, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before October 16, 2026.

The Bidding Documents may be viewed for no cost at http://www.sehinc.com by selecting the Project Bid Information link at the bottom of the page and the View Plans option from the menu at the top of the selected project page.
Digital image copies of the Bidding Documents are available at http://www.sehinc.com for a fee of $30. These documents may be downloaded by selecting this project from the "Project Bid Information" link and by entering eBidDocTM Number 9857967 on the SEARCH PROJECTS page. For this project, bids will ONLY be received electronically. Contractors submitting an electronic bid will be charged an additional $42 at the time of bid submission via the online electronic bid service QuestCDN.com. To access the electronic Bid Worksheet, download the project document and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. Bids shall be completed according to the Bidding Requirements prepared by SEH dated September 24, 2025 for the Basin No. 5 Upgrade Project.
In addition to digital plans, paper copies of the Bidding Documents may be obtained from Docunet Corp. located at 2435 Xenium Lane North, Plymouth, MN 55441 (763.475.9600) for a fee of $100.
A non-mandatory pre-bid conference will be held at 1:00 p.m. on Monday, September 15, 2025, at the North Shore Water Commission Water Treatment Plant located at 400 W. Bender Rd, Glendale, WI. A walkthrough of the site will occur after the pre-bid conference. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and familiarize themselves with the project site.
Neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete or unauthorized sets of Bidding Documents.
Bid security in the amount of five (5%) percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
The North Shore Water Commission reserves the right to reject any and all bids and to waive any informality in any bids received without explanation. No bid may be withdrawn for a period of sixty (60) days.
The letting and award of Work described herein is subject to the provisions of Wisconsin Statutes.
