PLEASE TAKE NOTICE that Virtua-Memorial Hospital Burlington County, Inc. (the "Applicant") has applied to the Township of Mount Holly Planning Board seeking preliminary and final major site plan with major subdivision approval and bulk variance relief to construct a new multi-story addition at the east side of the existing main hospital building. The proposed expansion will feature a new, 137,000-square foot (SF), four-story patient tower. In connection with development of the new hospital addition, the Application also proposes parking improvements and modifications to the existing parking facilities east of Madison Avenue that will include the removal of several buildings and expansion of the existing off-street parking facilities. The Applicant also seeks major subdivision approval to subdivide and consolidate the 86 existing lots to 3 lots. The proposed lots are to be identified as Block 99, Lot 1 (618,027 SF), Block 71, Lot 28 (27,986 SF), and Block 101, Lot 12 (36,274 SF). Proposed Block 99, Lot 1 will house the hospital and proposed Block 71, Lot 28 and Block 101, Lot 12 will be open spaces. The Applicant requests bulk variance relief from Township Ordinance Chapter 149 to permit proposed Block 71, Lot 28 and proposed Block 101, Lot 12 to be undersized lots within the Zoning District, where the minimum lot size permitted is 40,000 SF (the "Application").
The property is located on Madison Avenue further identified as Block 98, Lots 1-4,4.01, 5, 5.01, 6, 6.01, 7, 7.01, 8-26 & 28-30; Block 99, Lots 1-16; Block 100, Lots 1-32; Block 101, Lots 12-15 & 27 on the Mt. Holly Township Tax Map (the "Site"). Pursuant to Township Ordinance 2025-6 adopted on May 15, 2025, by the Mount Holly Township Council, the Application presents a permitted use that conforms to the requirements of the newly formed HL Health and Life Sciences Zoning District of Mount Holly Township.
The Applicant also intends to utilize its property located at 27 Cedar Street, further identified as Block 69, Lot 29 on the Mount Holly Township Tax Map, as a staging area during construction, to include temporary construction trailers, parking, and storage. This property does not adjoin the Campus but is in proximity to the development. No new permanent facilities are proposed to be developed at 27 Cedar Street, and this property is not included within the subdivision and lot consolidation aspect of the Application. All temporary construction trailers and materials will be removed from 27 Cedar Street upon completion of the project.
No further variances have been identified at this time but the Applicant requests any and all other variances and waivers as may be required as a result of review and recommendations of the Board or its professional review staff.
