LEGAL NOTICE
Sealed bids will be received by the Director of Public Safety and Service of the City of Massillon, Ohio (“Owner”) until 1:30, pm, local time, on September 24, 2025, at the Office of said Director, Municipal Government Center Annex, The City Administration Building, 151 Lincoln Way East, Massillon OH 44646, for all labor, material, and services necessary for Federal Avenue NW Storm Water Pump Station Sluice Gate Replacement Project (the “Project”), as more fully described in the Contract Documents prepared by the City of Massillon, (“Design Professional”). Bids may be hand delivered to the City Hall St. mail slot (under the black awning) or mailed to the City of Massillon, Director of Public Safety and Service, 151 Lincoln Way East, Massillon, Ohio 44646. Bids received after this time will not be accepted. Bids will be opened and read thereafter. Subject to the right of the Owner to reject any or all bids, the Owner will award contracts to the bidder(s) submitting the lowest and best bid(s). All bids must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid (including all add alternates) or a certified check, cashier’s check, or an irrevocable letter of credit in an amount equal to 10% of the bid (including all add alternates), as described in the Instructions to Bidders. Bidders are also requested to provide a copy of his/her company’s liability insurance certificate with a minimum coverage of one million dollars ($1,000,000.00) when bid is submitted.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity.
All steel products must meet the requirements of ODOT CMS 106.09.
Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
This is a prevailing wage project. Bidders must comply with the prevailing wage rates on Public Improvements in Stark County and the City of Massillon, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239.
No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best bidder for each contract.
