NOTICE TO RECEIVE SEALED BIDS
The City of Apalachicola will receive sealed bids from any qualified person, company or corporation interested in constructing the:
Wastewater Treatment Plant Improvements – Bid Package A.
The Project consists of constructing the facility improvements including demolishing
and replacing the headworks structure, screening and grit removal equipment; demolishing and replacing the in-plant reuse pump station; demolishing and replacing the plant drain pumping station; a new electrical building new electrical equipment, controls, emergency diesel-driven generator and transfer switch. The project will be funded by the Resilient Florida Program. Bids will be received for a single prime Contract. Bids shall be on a lump sum price basis, with additive alternate bid items as indicated in the Bid Form.
Bids will be received until 12:00 on Friday, October 3, 2025, at City Hall, 1 Bay Avenue, Apalachicola, Florida 32320 and will be opened and read aloud at 2:00 on Friday, October 3, 2025, at City Hall, 1 Bay Avenue, Apalachicola, Florida 32320.
A mandatory pre-bid conference will be held on Friday, September 12, 2025 @ 10:00 at City Hall, 1 Bay Avenue, Apalachicola, Florida, 32320 in the Conference Room. Attendance in person or remotely via Microsoft Teams is required.
The Issuing Office for the Bidding Documents is: Dewberry Engineers Inc., 800 N. Magnolia Ave. Suite 1000, Orlando, Florida 32803; Attn: Shannon Renfro (850) 227-7200 or srenfro@dewberry.com. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Questions regarding the project must be submitted in writing to Brent White at bwhite@dewberry.com (and copied to Shannon Renfroe srenfro@dewberry.com) by
5 p.m. EST on or before September 19th, 2025. Electronic copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon a non-refundable payment of $50 for each set. Checks shall be made payable to Dewberry Engineers Inc. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Bid security shall be furnished in accordance with the Instructions to Bidders.
A bid may not be modified, withdrawn or cancelled by the bidder after the time and date designated for the receipt of bids and for 61 days thereafter except as provided in the Instructions to Bidders.
The Owner reserves the right to waive irregularities and informalities in bids received and to reject any and/or all bids and to award the contract where it appears to be in the best interest of the Owner.
This contract will be funded in whole or in part through a grant agreement from Florida Department of Environmental Protection’s (DEP) Office of Resilience and Coastal Protection Resilient Florida Program.
As such, this contract is subject to the applicable terms and conditions of the Standard Grant Agreement (the “Grant Agreement”) for this project (the “Project”). The contractor and all subcontractors shall be bound by the terms and conditions of the Grant Agreement, as applicable, as well as any applicable State and Federal laws, rules, and regulations.
All laborers and mechanics employed in the performance of this project shall be paid wages at the rates not less than those prevailing, as determined by the U.S. Secretary of Labor in accordance with the Davis-Bacon Act, for the corresponding classes of laborers and mechanics employed projected of a character similar to the contract work in the civil subdivision of Florida in which the work is to be performed.
All bidders must make positive efforts to use small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms in accordance with 2 CFR 200.321.
Minority and women’s business enterprises, veteran-owned businesses, and labor surplus area firms are hereby solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
