Public Bid Notice   Sealed bids will be publicly opened and read by the Pocono Mountain Council of Governments on Monday, September 29, 2025 at 10am prevailing time, at the Monroe County Public Safety Center, 100 Gypsum Road, Stroudsburg PA 18360 for the purpose of the following, to wit: Purchase of Anti-Skid Material Purchase of Culvert Pipe, Purchase and Delivery of Gasoline, Diesel Fuel, Heating Oil and Propane, Purchase and Installation of Guide Rail, Painting of Highway Traffic Lines Bidding documents, including specifications are available electronically at no cost by contacting Krisann MacDougall, PMCOG Secretary by sending an email to kmacdougall@poconopa.gov or contacting Pocono Township 570-629-1922 ext. 1216. The Secretary of the Council of Governments shall receive all bids at the Pocono Township Municipal Center, 205 Old Mill Road, Tannersville, PA 18372, Monday through Friday. Deadline to receive bids is 3:00pm prevailing time, September 26, 2025 All bids must be submitted in a sealed envelope and CLEARLY MARKED FOR EACH RESPECTIVE COMMODITY BEING BID. The bid must be accompanied by a certified check or bid bond in the amount of 10% of the total bid. If applicable, the successful bidder will be required to provide Performance and Payment Bond in the amount of 100% of the contract price within 20 days of the award of the contract. Security shall be in the form of a certified check, bank cashier's check, or satisfactory bid bond naming as payee the Pocono Mountains Council of Governments. All materials shall comply with the specifications as provided in the Pennsylvania Department of Transportation Publication Number 408. All bids shall be stated and delivered and/or installed to the various member municipalities. Each individual municipality shall be billed separately. Bid price for propane shall include delivery, exchange and installation of propane fuel tanks to each respective municipal entity. Quantities are estimated and may be increased or decreased at the discretion of the member municipalities. No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids.
