[Block 7401, Lots 1, 2 and 4; Block 7308, Lot 7]
PLEASE TAKE NOTICE that the Planning Board of the Borough of Paramus (the "Board") will hold a public hearing on Thursday, September 18, 2025 at 7:00 p.m., and thereafter on such dates and times as such hearing may be continued, in the Paramus Borough Hall, 1 Jockish Square, Paramus, New Jersey, for the purpose of reviewing and taking action upon the application of Costco Wholesale Corporation (the "Applicant") which seeks preliminary and final major site plan approval in order to demolish the existing vacant buildings on Block 7401, Lots 2 and 4, and construct a Costco Wholesale retail store with tire center (consisting of approximately 184,250 SF), associated parking, signage, stormwater management, site lighting, landscaping, ingress and egress (the "Project"). The Project is proposed on property located at 857, 859 and 861 Route 17 and designated as Block 7401, Lots 2 and 4 on the Tax Map of the Borough of Paramus (the "Property"). The Property is located in the HCC-2 (Highway Corridor Commercial-2) Zone.
This is a continuation of the Board hearing commenced on January 2, 2025. The purpose of this notice is to further advise that revised plans have been filed with the Board that include incorporating an egress onto Route 17 South from Block 7401, Lot 1, as well as an egress only lane from adjacent property at Block 7308, Lot 7 into the Property. Applicant has made additional modifications to the Project, including a proposed monument sign at the entrance drive. The full extent of changes are depicted in the Applicant's revised submission to the Board.
In connection with the foregoing, the Applicant seeks all variances, waivers, exceptions and other relief necessitated by the plans it has currently filed with the Board, any additional variances, waivers, exceptions and other relief that may be necessitated by changes to the plans requested by the Board, and any and all other relief that the Board may determine to be appropriate or necessary, as it relates to Block 7401, Lots 2 and 4. This relief may include but may not necessarily be limited to: (i) a building coverage of 26.13% where the maximum permitted by Ordinance is 25%; (ii) a planted area of 14.63% (10% existing) where the Ordinance requires a minimum of 20% of the total lot area; (iii) side and rear yard setbacks of 18 ft. where the Ordinance requires a minimum of 100 ft. to a residential zone; (iv) three wall signs on the South elevation where the maximum permitted by Ordinance is one wall sign; (v) five signs where the maximum permitted by Ordinance is four signs on a single-tenant building; (vi) a total sign area of 1,151 sq. ft. where the maximum permitted by Ordinance is 300 sq. ft.; (vii) two wall sign areas of 280 sq. ft. each and one wall sign of 31 sq. ft. on the South elevation, 280 sq. ft. on the North elevation and 280 sq. ft. on the East elevation where the maximum area permitted by Ordinance is 100 sq. ft. or 10% of the wall area, whichever is less; (viii) a retaining wall height greater than 3 ft. 6 in. and located within 2 ft. of the front property line where the maximum permitted by Ordinance is 3 ft. 6 in. within 35 ft. of the front property line; (ix) a planted buffer area located 18 ft. from a residential zone where the Ordinance requires a minimum of 75 ft.; (x) a loading area along the northerly portion of the building where the Ordinance requires the loading area to be located at the rear of the building; (xi) a drive aisle width of 24 ft. in the parking area for 2-way drives where the Ordinance requires a minimum width of 26 ft.; (xii) a variance for the proposed monument sign; (xiii) a variance for a rooftop appurtenances height of 18 ft. where the maximum permitted by Ordinance is 12 ft.
In addition, the Applicant seeks all variances, waivers, exceptions and other relief necessitated by the plans it has currently filed with the Board, any additional variances, waivers, exceptions and other relief that may be necessitated by changes to the plans requested by the Board, and any and all other relief that the Board may determine to be appropriate or necessary, as it relates to Block 7401, Lot 1. This relief may include but may not necessarily be limited to: (i) a variance for not providing 2 EV parking spaces; and (ii) a variance for not having its own entrance driveway (which will be shared via an access easement with Block 7401, Lots 2 and 4 under the proposed conditions). The following pre-existing non-conforming conditions related to Block 7401, Lot 1 are proposed to continue: (i) a variance for lot coverage of 90% where the maximum permitted by Ordinance is 80%; (ii) a variance for planted area of 10% where a minimum of 20% is required; (iii) a side yard setback of 3.5 ft. where the Ordinance requires a minimum of 10 ft.; (iv) a rear yard setback of 24 ft. where the Ordinance requires a minimum of 25 ft.; (v) a drive aisle width of 24 ft. in the parking area where the Ordinance requires a minimum width of 26 ft.; and (vi) non-conforming light pole heights.
Any person interested in this application will have the opportunity to present any objections or otherwise be heard, either in person or by agent or attorney, at the public hearing.
