NOTICE OF PROPOSED ACTION Notice is hereby given that at a meeting beginning at 6:00 p.m. on Tuesday, September 16, 2025, in the Council Chambers at City Hall 101 W. Main Street, Prattville, Alabama, the City of Prattville (the "City"), will consider a resolution concerning the proposed granting, on behalf of the City, economic incentives through a project development and cooperation agreement (the "Agreement") with Rural King Realty, LLC, an Illinois corporation ("Rural King") AJM, LLC Prattville AL, an Illinois series limited liability company ("AJM") and the City, under the terms of which Rural King and/or its assignee AJM plan to rehabilitate and redevelop the property identified as Parcel Number 19 05 16 1 001 005.002, located within the City (the "Project"). The Project is expected to promote economic development and create a public benefit and enhance the welfare of the citizens of the City as a Public Body by promoting commercial development, an increase in jobs, and an increase in tax revenues for the City. As specified in the Agreement, the public funds and things of value to be granted to Rural King and AJM will consist of a tax rebate of non-educational sales taxes related to the Project in an amount totaling $5,000,000.00. It is the parties' intent that the tax rebate shall accrue until the $5,000,000.00 has been abated in full or the expiration of eleven (11) years, whichever comes first. The incentives that the City proposes to make available to AJM, provided in accordance with Amendment No. 772 to the Constitution of Alabama (1901), which authorizes the City to lend its credit to or grant public funds and things of value in aid of or to any corporation or other business entity for the purpose of promoting the economic development of the City. The public benefits sought to be achieved by the proposed grant of public funds under the Agreement are the promotion and advancement of local economic and commercial development and the stimulation of the local economy; an increase in employment opportunities within the City; an expansion of the City's tax base, which will result in significant additional tax revenues for the City; and an increase in tax revenues for the schools operating in the City, all of which inure directly to the economic health and public welfare of the City and its residents. Members of the public are invited to attend the meeting and submit comments regarding the actions that the City Council is considering with respect to the economic incentives described in this Notice.
