NOTICE OF HEARING PURSUANT TO N.J.S.A. 40:55D-12 FOR PROPERTY LOCATED AT 180 BALDWIN AVENUE, JERSEY CITY, NJ, ALSO IDENTIFIED AS BLOCK 10901, LOTS 65.01 & 67.01
PLEASE TAKE NOTICE that on September 23, 2025 at 5:30pm, a public hearing will be held by the Jersey City Planning Board at the City of Jersey City, City Hall Annex, located at 4 Jackson Square (39 Kearney Avenue), Jersey City, NJ 07305, regarding the application of 180 Baldwin Avenue LLC (the "Applicant"), filed under case number P2024-0134 for the property located at 180 Baldwin Avenue/Academy Street and described on the Tax Map of the City of Jersey City as Block 10901, Lots 65.01 and 67.01 (the "Property"). The Property is located in the Neighborhood Mixed Use Zone (Zone 4) (the "Zone") within the Journal Square 2060 Redevelopment Area (the "Area") and governed by Journal Square 2060 Redevelopment Plan (the "Plan"). By utilizing the Whole Block Provision, the Applicant is able to apply Zone 3 standards as set forth in the Plan.
The Project proposes a mixed-use Tower on a Base building that includes six (6) mixed-use Towers connected by one below grade base/podium, each Tower being 27 stories. In addition, each Tower contains residential dwelling units as set forth in the Application proper and on the table of this Rider below. Each phased Tower proposes an office use as well as residential use. The Applicant also proposes ground floor commercial retail space, an underground parking garage structure with a total of 630 parking spaces, bicycle parking, green roof, extensive streetscape, sidewalk and other site improvements.
The Applicant is requesting Preliminary and Final Major Site Plan Approval with the following deviations from the Jersey City Planning Board pursuant to N.J.S.A. 40:55D-60:
Section X(D)(5)(ii) of the Plan and specifically the Whole Block Provision requires a towers step back of 12 feet from the base façade. The Applicant is proposing the construction of a Mixed-Use Tower (Phase I) without the required step back from the base façade as fully described in the Statement of Principal Points.
Section X(D)(5)(ii) of the Plan and specifically the Whole Block Provision requires a towers step back of 12 feet from the base façade. The Applicant is proposing the construction of a Mixed-Use Tower (Phase 2) without the required step back from the base façade as fully described in the Statement of Principal Points.
Section X(D)(5)(ii) of the Plan and specifically the Whole Block Provision requires a towers step back of 12 feet from the base façade. The Applicant is proposing the construction of a Mixed-Use Tower (Phase 3) without the required step back from the base façade as fully described in the Statement of Principal Points.

The Applicant is proposing the construction of a Mixed-Use Tower (Phase 4) without the required step back from the base façade as fully described in the Statement of Principal Points.

The Applicant is also requesting any additional approvals, permits, variances, interpretations, waivers or exceptions reflected in the plans and materials filed (as same may be amended or revised from time to time without further notice) or determined to be necessary during the review processing or hearing of this Application.
Any person or person affected by this Application has an opportunity to be heard at the hearing of September 23, 2025 at 5:30 P.M. at the City of Jersey City, City Hall Annex, located at 4 Jackson Square (39 Kearney Avenue), Jersey City, NJ 07305, at which time you may appear either in person, by agent or attorney and present any comments which you may have regarding this Application.
