Receipt of Sealed Bids. Sealed Bids, consisting of the Primary Bid Documents, will be received by the Board of County Commissioners, Palm Beach County, Florida, until 2:00 P.M. on October 7, 2025, (“Bid Due Date”) at Palm Beach County Facilities Development and Operations Department, Capital Improvements Division at 2633 Vista Parkway, West Palm Beach, Florida. The Bid Documents received by the Bid Due Date will be opened on the following day at 2:00 p.m. at a public meeting at the above address.
Main County Courthouse Air Handler Unit and Duct Cleaning and Encapsulation IAQ2025048
General Description of the Project and Required Bidder Qualifications. The Work consists of cleaning of Air Handler Units (AHUs) and cleaning and encapsulation of associated duct work in the Main County Courthouse.
Additionally, the Work may, at the sole discretion of the County, involve the cleaning of Air Handler Units (AHUs) and cleaning and encapsulation of associated duct work at other County facilities with duct work of the same type (i.e., interior insulation) as that installed at the Main County Courthouse.

Or, the Contract Documents (except for confidential building plans and/or drawings) may be downloaded from the County’s on-line Vendor Self-Service (VSS) system at https://pbcvssp.pbc.gov/vssprd/Advantage4. Confidential building plans and/or drawings may only be obtained by contacting FDO-CID-Bids@pbc.gov or calling (561) 233-0261.
Mandatory Pre-Bid Conference.Bidders must attend a mandatory pre-bid conference to be held on Tuesday, September 23, 2025, at 10:00 A.M. at the following location: Main County Courthouse, 205 N. Dixie Highway, West Palm Beach, Florida 33401. A site visit will be scheduled at the conclusion of this conference. A Bidder’s failure to attend the Pre-Bid Conference and/or site visit will result in rejection of that Bidder’s bid.
EBO Program. Pursuant to the Palm Beach County Code Section 2-80.20 – 2-80.40, the Equal Business Opportunity (EBO) Ordinance, the County will provide contracting and subcontracting opportunities for SBEs. The following Affirmative Procurement Initiatives (APIs) apply to this project:
SBE Price Preference (contracts with no opportunity for subcontracting) – this contract will be awarded to the lowest responsive, responsible bidder unless a certified SBE’s bid is within 10% of the lowest non- small business bid, in which case the award shall be made to the certified small business bidder submitting the lowest responsive, responsible bid at the price that it bid.
The County reserves the right to waive any bid irregularities, informalities, or technical deficiencies and to reject any and all bids.
