NOTICE OF PUBLIC HEARING ON PROPOSED AMENDMENT TO THE SMITHFIELD TOWNSHIP CODE OF ORDINANCES AMENDING CHAPTER 22 – SUBDIVISION AND LAND DEVELOPMENT, AMENDING CHAPTER 27 – ZONING, AND ESTABLISHING CHAPTER 32 – OUTDOOR LIGHTING STANDARDS TO SET FORTH UPDATED STANDARDS AND CRITERIA FOR OUTDOOR LIGHTING.
Notice is hereby given that the Township of Smithfield, Monroe County, Pennsylvania, will hold a regular meeting on Tuesday, September 23, 2025 at 6:00 p.m. at the Township Municipal Center, 1155 Red Fox Road, East Stroudsburg, PA. At that meeting and as a meeting agenda item, there will be a public hearing to consider and vote on whether or not to adopt proposed Township Ordinance No. 258 that would amend the Township Code of Ordinances as follows: Chapter 22 – Subdivision and Land Development, Sections 1017(1)(C), 1017(1)(D), and 1020 are repealed and restated to reference Chapter 32. Chapter 27 – Zoning, Section 1002 is partially repealed to restate the definitions for glare, light trespass (aka spill light), over lighting, and sky glow, all of which reference Chapter 32. The following sections of Chapter 27 are repealed and restated to reference conforming to regulations in Chapter 32: Sections 305(4)(F)(8), 308(3)(I), 403(1)(O), 502(6), 509(4)(F), 511(1)(G), 511(4)(C)(6), 511(5)(D), 511(10)(E), 511(18)(J), 512(4)(O), 512(5)(X), 705(1)(A)(4), 705(1)(A)(5), 705(1)(B)(3). Chapter 32 – Outdoor Lighting Standards is created to outline rules and regulations regarding outdoor lighting. The new Chapter establishes inter alia intent, definitions, applicability, lighting control requirements, standards and criteria for light control, sports and recreational outdoor lighting, requirements for plan submissions, non-conforming lighting, waivers, Light Control Officers, compliance monitoring, enforcement measurement protocols, and penalties for violating Chapter regulations.
Any and all interested persons or parties are invited to attend the meeting and public hearing and offer public comment prior to the Board taking official action. This meeting will also be live-streamed where for computers: https://zoom.us/join and where the Meeting ID Number is “989 0513 4303” and the Meeting Passcode is “7333”; and, if joining by phone, the call-in number is 1-929-205-6099 and where the Meeting ID Number and the Passcode are the same. Immediately following this public hearing and on the same day, time and place, the Township Supervisors will then continue with the public meeting to inter alia consider, vote and/or take official action on the zoning change or on any of the matters discussed at the public hearing; otherwise, another public hearing will be scheduled upon due and proper notice prior to taking such official action. A full copy of the complete text of the proposed ordinance has been delivered to the County Law Library and this newspaper for examination by the public and a full copy of the complete text of the proposed ordinance may also be examined without charge at the Township Municipal Center (at the address noted above) Monday through Friday during its business hours (8:00 a.m. - 4:30 p.m.) by requesting a copy of same from the Township Secretary; or, a copy of the ordinance may be obtained at cost upon payment to the Township of its copy charge for same.
