Invitation to Bidders
The FRANKLIN COUNTY BOARD OF COUNTY COMMISSIONERS will receive sealed BIDs from any qualified person, company, or corporation interested in constructing the:
DUNE CONSTRUCTION AND VEGETATION PROJECTS
at Lighthouse Park in St. George Island and Carrabelle Beach Park in
Carrabelle Franklin County, Florida
DESCRIPTION OF WORK: The project consists of the enhancement of two beach parks in Franklin County, FL.
1. The Carrabelle Beach Park project includes the placement of approximately 1,800 cy of beach compatible sand along 800 ft of park shorefront, the installation of approximately 14,500 native dune plants on the constructed dune, installation of roughly 620 ft of Mobi-Mat at eight beach accesses, and installation of 1,240 ft of post and rope.
2. The Lighthouse Park project includes the placement of approximately 1,250 cy of beach compatible sand along 450 ft of park shorefront, the installation of approximately 10,500 native dune plants on the constructed dune, installation of 82 coastal trees and shrubs, and installation of approximately 1,620 ft of post and rope.
The beach sand for the dune construction will be sourced from the Taunton Children’s Home Sand Mine in Wewahitchka, Florida, which is located 66 miles from Carrabelle Beach Park and 58 miles from Lighthouse Park. The dune vegetation must be sourced from seed stock from the Florida Panhandle (Wakulla County to Escambia County).
BIDs will be received until 4:00 p.m., ET (local time), on Tuesday, November 4, 2025, at the Franklin County Office of the Clerk of Court, 33 Market Street, Suite 203, Apalachicola, Florida 32320. BIDs will be opened and read aloud at the regularly scheduled meeting of the Commission Meeting Room, 34 Forbes Street, Courthouse Annex, on the following day, Wednesday, November 5, 2025, starting at 09:00 a.m., ET. Bids must be submitted in a sealed envelope clearly marked with YOUR COMPANY NAME, ADDRESS, and “BID – Carrabelle and Lighthouse Parks Dune Restoration Projects” on the outside of your envelope and include the original bid plus 0 copies.
All bids shall remain firm for a period of sixty days after the opening. All Bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.
Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the bid. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Florida. Bid security shall be made payable to Franklin County. The successful bidder must be able to furnish a 100% Performance Bond and a 100% Labor and Materials Payment Bond, and shall begin execution of this contract within five (5) calendar days following the date of the Notice to Proceed. The completion date for this project will be a total of 60 days from the date of the Notice to Proceed presented to the successful Bidder. Liquidated damages for failure to complete the project within the specified 60-days will be set at $100.00 per day.
A MANDATORY PRE-BID MEETINGwill be held on September 29, 2025 at 2 p.m. ET in the Franklin County Administration Building located at 248 Highway 98, Eastpoint, FL 32328. Potential Bidders may attend in person, virtually, or via phone call. Call in information will be provided to all plan holders before the meeting.

The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Franklin County.
