CAGRD PLAN OF OPERATION: NOTICE OF PUBLIC HEARING
The Central Arizona Groundwater Replenishment District (CAGRD) is the entity responsible for replenishing groundwater to guarantee consistency with the management goal for assured water supply purposes for its member lands and member service areas. The CAGRD serves member lands and member service areas in the Phoenix, Tucson and Pinal Active Management Areas (AMAs). A map of the boundaries of the Phoenix, Tucson and Pinal AMAs is included with this notice.
The CAGRD has submitted its proposed ten-year Plan of Operation for review by the Director of the Arizona Department of Water Resources (ADWR) and the public, pursuant to A.R.S. § 45-576.02(C)(2). Pursuant to A.R.S. § 45-576.03(I), the Director of ADWR has determined that the proposed plan contains sufficient information to determine whether the plan is consistent with achieving the management goals for the Phoenix, Tucson and Pinal AMAs. The Director must now determine whether the proposed plan is consistent with achieving the management goals. Under A.R.S. § 45-576.03(N), the Director must determine that the proposed plan is consistent with achieving the management goals for each AMA if all of the following have been demonstrated:
1. The plan identifies sufficient water supplies to meet replenishment obligations for current members during the 20 calendar years following submission of the plan and the plan identifies additional water supplies potentially available for the projected replenishment obligations for the 100 calendar years following submission of the plan for current members and for potential members based on reasonable projections of real property and service areas that could qualify for membership in the ten years following submission of the plan.
2. The replenishment reserve target for each AMA was calculated as prescribed in A.R.S. § 48-3772(E) and the CAGRD is developing a replenishment reserve in each AMA pursuant to A.R.S. § 48-3772(E).
3. The plan identifies sufficient capacity at storage facilities and projects to be used for replenishment purposes during the 20 calendar years following the submission of the plan.
4. The plan reasonably estimates the CAGRD’s projected replenishment obligations for the 100 calendar years following submission of the plan as required by A.R.S. § 45-576.02(C)(2)(b).
ADWR will hold a public hearing in each AMA to receive public comment and evidence concerning the information supplied by the CAGRD in the plan. The hearings will be held in an informal manner without adhering to rules of evidence. Any person may comment on or present evidence concerning the plan at the hearings. The hearings will take place, in person, at the following times and locations:
