Sealed proposals for Main Campus Improvements will be received by West York Area School District at the District Administration Office, 1891 Loucks Road, York, PA 17404 on October 9, 2025, at 2:00 p.m., prevailing time, at which time and place all proposals received will be publicly opened and read immediately.

Project consists of demolitions, renovations and improvements to the Districts Main Campus, including, but not limited to stadium bleachers, running track, synthetic turf fields (2), softball field, driveways and parking lots. A pre-bid conference will be held on September 23rd at 10:00 at the District Administrative Offices, 1891 Loucks Road, York, PA 17404. Questions regarding the bidding documents shall be directed to the Landscape Architect.
Bidding Documents will be available from the Landscape Architect to prime bidding contractors electronically or in print for a refundable fee of $ 750.00 + postage for printed.
All sealed proposals shall be submitted to Ms. Sheri Schlemmer, Chief Finance and Operations Officer, one (1) original and two (2) copies in an envelope clearly marked on the outside with the name of the Bidder and “Sealed Bid for Main Campus Improvements Project”. Proposal shall be mailed or delivered to Owner and received not later than time as stated above. Oral, telephonic (facsimile, e-mail, or telex), or telegraphic bids are invalid and will not receive consideration.
All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, in which case bids shall be irrevocable for one hundred twenty (120) days in compliance with Pennsylvania Act #317 of 1978, approved November 26, 1978, and as amended December 12, 1994, and shall be accompanied by 10% bid guarantee, payable to the Owner.
This project is subject to the Commonwealth of Pennsylvania, Department of Labor and Industry’s Prevailing Wage Determination and applicable provisions of the Pennsylvania Prevailing Wage Act, the Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum rate as promulgated under provisions of said Act must be paid by contractors in connection with performance of the necessary work. Notice is also given that the project for which construction bids are being received is subject to the Pennsylvania Human Relations Act, the Act of October 27, 1955, P.L. 744, as amended and supplemented.
The Owner reserves the right to reject any or all bids and to waive, at its discretion, any or all irregularities, mistakes, omissions, or informalities relative thereto.
