Notice is hereby given that the St. Joseph County Parks Department, South Bend, Indiana will receive sealed bids until 9:00 A.M., September 30, 2025 at the St. Joseph County Parks Offices, 50651 Laurel Road, South Bend, Indiana 46637. Bids will be opened publicly at St. Patrick’s County Park, White Barn, Harvest Room, 50561 Laurel Rd., South Bend, IN 46637, during the St. Joseph Park Board meeting scheduled for Tuesday September 30, 2025 at 9:00 A.M. Formal Award of Construction Contract is anticipated to be made on Tuesday September 30, 2025, following the opening.
This notice includes two projects, each with its own Bid Form.
Project A – Earthwork and Paving: includes erosion control, general excavation, asphalt paving, fencing, and pond construction.
Project B – Landscaping: includes vegetation establishment and plantings.
Contract Documents are on file and available for review and purchase from ARC document Solutions, 1303 Northside Boulevard, South Bend, Indiana 46615; tele: (574) 287-2944; email: southbend.orders@ae-arc.com. Bidders may also visit the South Bend ARC Document Solution Public Plan Room to place an order, view plans and specifications, as well as the Bidders List. Bidders may choose their method of shipment via UPS, Federal Express, or Courier Service and must include their UPS or Federal Express Shipper Account Number. The Bidder will be billed directly for the direct cost for printing and shipping.

A non-mandatory pre-bid conference will be held on Tuesday, September 16, 2025 at 1:00 pm at the DLZ Office, 2211 East Jefferson Blvd., South Bend, IN 46615.
Bids shall be properly and completely executed on the Bid Form provided and accompanied by a non- collusion affidavit, Form 96 of the State Board of Accounts, financial statement, bid bond or certified check, each for a value of not less than ten percent (10%) of the Bidder’s total bid amount, including all alternative bids items and other items as noted. The guarantee shall be made out to: St. Joseph County Parks Department.
The successful bidder will be required to furnish Contract Performance and Payment Bonds for 100% of their contract amount prior to execution of contracts. Bonds shall be maintained in accordance with IC 36-1-12-13.1 and 36-1-12-14. Bonds shall be in full force and effect for a period of at least 12 months after the date of Final Completion of the Contract.
Pursuant to Indiana Code 22-5-1.7-11, the successful Contractor entering into a contract with the St. Joseph County Parks Department is required to enroll in and verify the work eligibility status of all its newly hired employees through the E-Verify program.
Pursuant to Indiana Code 5-22-16.5, the St. Joseph County Parks Department may not contract with a person who is engaged in investment activities in Iran.

The St. Joseph County Parks Department reserves the right to reject any and all bids or parts thereof, waive all informalities or irregularities in bidding and to resolicit quotations.
The St. Joseph County Parks Department will utilize evaluation criteria set forth in the bid pursuant to I.C. 5-22-7-2 and the bid shall be awarded to the lowest responsible and responsive bidder pursuant to I.C. 5-22-7-8.
