NOTICE TO THE PUBLIC OF FINDING OF NO SIGNIFICANT IMPACT

In accordance with the National Environmental Policy Act, the Council on Environmental Quality regulations for implementing NEPA (40 CFR Parts 1500 through 1508), and the HHS General Administration Manual Part 30 Environmental Protection (February 25, 2000), HRSA has determined that the proposed Lane County Stabilization Center project will have no significant adverse impact on the quality of the human environment. As a result of this FONSI, an Environmental Impact Statement will not be prepared.
The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services (HHS) provides funding through the FY 2023 Consolidated Appropriations Act (P.L. 117-328) for congressionally directed spending projects that relate to the construction and renovation (including equipment) of health care and other facilities.
Lane County has received HRSA funding to acquire and redevelop a former orchard property located north of International Way in Springfield, Oregon, for the purpose of constructing the Lane County Stabilization Center. The Stabilization Center will serve as a 24/7 facility for individuals experiencing behavioral health or substance use crises. Services will include immediate triage and intake, person-centered treatment, connections to long-term support services, and facilitated discharge planning with transportation. The project’s goal is to improve access to crisis care and divert individuals from incarceration or emergency department visits.
The site consists of approximately 17.95 acres of former hazelnut orchard, within the Springfield urban growth boundary. It is bordered by light industrial, medical, and agricultural land uses, and lies within the 100-year floodplain of the McKenzie River. The County has designed the project with flood resilience in compliance with FEMA, City of Springfield, and Lane County regulations.
The applicant submitted an Environmental Assessment (EA) that documents impacts of the proposed action. This EA is incorporated by reference into this FONSI.
Additional project information is contained in the Environmental Assessment for this project, which is on file at the following address for public examination upon request between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday.

No further environmental review of this project is proposed prior to final approval from HRSA.

HRSA will consider all comments received within 15 days of this “Notice” prior to final approval and release of environmental conditions for the project.
