RFP #26-03 Sale of the Former Davol School
Acting through its Mayor and City Council, the City of Fall River seeks proposals for the sale of the former Davol School; building and land located at 112 Flint Street in accordance with the listed minimum specifications, including but not limited to Allowed Reuse and set benchmark provisions. The property is being sold in "as is" condition. The City of Fall River does not make any representations or warranties of any kind concerning the Property.
Beginning Friday, August 15, 2025, the solicitation packages may be obtained electronically through the Purchasing Department via e-mail only at: purchasing@fallriverma.gov.
Sealed bids must be received no later than 2:00pm on Friday, Sept 19th, 2025, at the Office of the Purchasing Agent, One Government Center Room 324; Fall River, MA 02722. The hours are Monday through Thursday 8:00 am-4:00pm, Friday 8:00am- 3:00pm. The sealed main envelope is to contain 2 separate sealed envelopes clearly marked (1) Development Proposal and (2) Price Proposal in accordance with the submission requirements set forth in the Request for Proposal. The minimum starting bid is set at $355,000.00. A bid deposit equal to 5% of the estimated minimum bid value is required. This is equal to $17,750.00.
Bidders are responsible for the timely delivery and receipt of sealed bid/proposal whether hand delivering or mailing via the USPS or private carriers (e.g., FEDEX, IPS, etc.) Proposals received after the time and date specified in this RFP will be deemed unresponsive and unopened.
A disclosure of Beneficial Interest (enclosed with specification package) must be completed by each proposer. Prior to the conveyance of real property, the successful proposer is required to file the Disclosure with the: Department of Capital Asset Management Real Estate Division, 1 Ashburton Place 15th Floor, Boston, MA 02108.
The City of Fall River reserves the riqht to reject anv/all proposals when deemed in the best interest of the City of Fall River. The City of Fall River shall be the sole judqe of equivalency and acceptability.
Questions concerning this proposal solicitation must be submitted in writing via email and directed to the Purchase Agent at purchasing@fallriverma.gov by noon Tuesday, Sept 16th, 2025. Written responses will be emailed to all bidders on record as having received the request for RFP #26-03.
An optional on-site tour, which will require pre-registration will be held at 10:00 am, Monday, Aug 25th 2025.
The Proposal Review Team, on behalf of the City of Fall River, intends to award a contract within thirty (30) working days of the bid opening. The contract will be awarded to the most advantageous proposal from a responsible and responsive responder, taking into consideration price, and all evaluation criteria set forth in the RFP.
