MEETING OF THE COUNTY BOARD OF SUPERVISORS
MANITOWOC COUNTY, WISCONSIN
Tuesday, August 19, 2025 6:00 P.M.
Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Building, in the City of Manitowoc, being the 19th day of August 2025, for the purpose of transacting business as a Board of Supervisors.
Chairman Martell called the meeting to order at 6:00 p.m.
Chairman Martell gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage.
Roll call: 25 members were present: Lillibridge-1, Jadowski-2, Metzger-3, Martell-5, Hansen-6,
Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, R. Phipps-11, Behnke-12, Neils-13, Bonde-14,
Hammel-15, Naidl-16, Maresh-17, Muench-18, Falkowski-19, Engelbrecht-20, M. Phipps-21,
Grambow-22, Klein-23, Weiss-24, and Shimulunas-25. Supervisor Heilman-4 was appointedunder consent agenda and took his seat as a voting member before committee reports.
PUBLIC COMMENT – OPPORTUNITY FOR CITIZENS TO PRESENT THEIR VIEWS
Chairman Martell declared public comment open at 6:21 p.m.
Steven Orth, Town of Centerville, spoke against the County's five-year manure agreement because the State and Federal government already have oversight plans in place for manure management.
The County's plan was unnecessary and puts a burden on farmers.
Steven Rahmlow, Town of Gibson, informed the board his plans to build a calf barn were approved by the State, but were put on hold by the County because of the manure agreement. He questioned how the County could hold up his plans when the State already approved it.
Dan Siemers, Town of Meeme, believed a five-year manure agreement was to long of an agreement to hold over a farm. Manitowoc County farmers are following the required regulations.
Dan Meyer, Town of Schleswig, questioned how this agreement even came about because it just showed up one day without notification to farmers. The agreement effects farmers in a negative way by putting more unnecessary regulations.
Kim Bremmer, Ag Inspirations, believed Manitowoc County farmers follow the rules and regulations properly. She does not believe the five-year manure agreement was necessary and the County should work with the farmers, not against them.
Dean Anhalt, Town of Mishicot, spoke in favor of an agreement. He believed the farmers follow the rules, but would like to see some agreement in place.
No one else present wished to speak, subsequently Chairman Martell closed public input at 6:42p.m.
CONSENT AGENDA
Chairman Martell called the consent agenda and questioned if any supervisor wished to withdraw any items. Supervisor Neils moved, seconded by Supervisor Muench to approve Consent Agenda
Items A, B1-5, C1-4, and D1a-d. Upon vote, the motion carried unanimously.
A. Approve July 15, 2025 County Board Minutes.
B1. Appointment of Dan Heilman as County Board Supervisor District 4.
B2. Appointment of Daniel Koski to the Bay Lakes Regional Planning Commission for a six-year term expiring October 2031.
B3. Appointment of Sup. Mike Grambow to the Finance Committee for a term expiring April 2026.
B4. Appointment of Sup. Scott Schiesl to the Highway Committee for a term expiring April 2026.
B5. Appointment of Sup. Dan Heilman to the Public Safety Committee for a term expiring April 2026.
C1. Appointment of Craig Breit as Director of the Public Works Department.
C2. Appointment of Sup. James Falkowski to the Human Services Board for a term expiring April 2028.
C3. Appointment of Todd Bergmann, Joseph Jeanty, Nicole Wagoner and Alternate) Debbie Holschbach for a two-year term expiring September 2027.

Aging and Disability Board: Supervisor Shimulunas gave a brief report.
Board of Health: Supervisor Metzger gave a brief report.
Expo-Ice Center Board: Supervisor Behnke gave a brief report.
Finance Committee: Supervisor Hanson gave a brief report.
Highway Committee: Supervisor Engelbrecht gave a brief report.
Land Conservation Committee: Supervisor Ryan Phipps gave a brief report.
Supervisor R. Phipps moved, seconded by Supervisor Engelbrecht to adopt Resolution 2025/2026-111 Authorizing Wisconsin Department of Natural Resources Surface Water Restoration and Education Grant. Upon vote, the motion carried unanimously.
Personnel Committee: Supervisor Maresh gave a brief report.
Supervisor Maresh moved, seconded by Supervisor Behnke to adopt Resolution 2025/2026-112
Establishing County Executive Compensation for 2026-2030 Term. Upon vote, the motion carried 24 ayes and 1 no. Supervisor R. Phipps voted no; all other supervisors voted aye.
Planning & Park Commission: Supervisor Falkowski gave a brief report.
Public Safety Committee: Supervisor Falkowski gave a brief report.
Public Works Committee: Supervisor Sitkiewitz gave a brief report.
Transportation Coordinating Committee: Supervisor Hacker gave a brief report.
ADJOURNMENT
Supervisor Falkowski moved to adjourn, seconded by Supervisor Behnke, and the motion was adopted by acclamation. The meeting adjourned at 7:08 p.m.
