00020 - ADVERTISEMENT FOR BIDS
Sealed proposals for the WTP Improvements – Bid Package 3 (Low Service Pump Station Improvements) project will be received by the Evansville Water and Sewer Utility, Evansville, Indiana at the Sunrise Pump Station, located at 1200 Waterworks Road, Evansville, Indiana 47708 until 3:00 p.m., local time, on October 28, 2025. Bids are to be placed in a drop box* located outside of Room 100 at the EWSU offices in the Civic Center Complex at 1 NW Martin Luther King, Jr. Boulevard until approximately 2:20pm local time. (*If drop box is locked, approximately 40 minutes prior to the scheduled meeting, the bid will only be accepted by an EWSU staff member in the scheduled meeting room prior to the scheduled meeting time.) Bids will be publicly opened and read aloud. Any bids received later than the above time and date will be returned unopened. No conditional bids will be considered.
The work for which bids are to be received consists of:
Procurement and installation of replacement low service pumps, variable frequency drives (VFDs), roof membrane replacement, replacement of intake bar screens, refurbishment of traveling water screens, replacement of sump pump station, extension of sewer force main, replacement of process piping and valves, coating systems, HVAC, electrical transformers, switchgear, MCCs, PLC, integration of controls into existing plant control system, and rehabilitation of bridge walkway. Work shall also include all supervision, equipment, traffic control, granular backfill, pavement restoration (milling included), flushing, disinfecting, testing, and all appurtenances necessary to complete the work shown in the Drawings and the Specifications. All work must be ready for satisfactory and continuous operation, in accordance with the Drawings and Specifications.
The above referenced project description includes items that are part of the Itemized Base Bid. The Contractor shall be responsible for all work shown on the plans and described in the specifications pertaining to the Itemized Base Bid, regardless of the installation method chosen.
Any contract or contracts awarded under this Advertisement for Bids is expected to be funded by a State Revolving Fund (SRF) Loan from the U.S. Environmental Protection Agency, administered by the Indiana Finance Authority (IFA). The Contractor to whom the work is awarded shall comply with all requirements of said agencies. Where conflict exists between this specification and the federal agency specifications, the more stringent shall apply. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract. This procedure will be subject to all requirements of said agencies.
The Work is being financed in whole or in part by the SRF which requires Contractor to comply with Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d), the Rehabilitation Act of 1973 (29 U.S.C. 794), the Age Discrimination Act of 1975 (42 U.S.C.6102), Section 504 of the Rehabilitation Act of 1973, Section 13 of the Federal Water Pollution Control Act Amendments of 1972, EPA Civil Rights regulations (40 CFR Part 7), and subsequent regulations, ensures access to facilities or programs regardless of race, color, national origin, sex, age, or handicap. The Contractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of the contract.
Contractors and subcontractors are required to pay in accordance with Davis-Bacon requirements. Wage rates on the project shall not be less than the federal wage scale published by the U.S. Department of Labor available on the day of bid. Information explaining other prevailing wage laws which apply to this work is also contained in these specifications.
The Evansville Water and Sewer Utility further reserves the right to waive informalities, and to award the contract to the lowest and most responsible bidder (or bidders), all to the advantage of the Evansville Water and Sewer Utility, or to reject all Proposals.
A Mandatory Pre-Bid Meeting will be held at 10:00 AM (local time) on September 30th, 2025. Participation will be available via in-person or virtual options. The Pre-Bid Meeting will be held at the Evansville Water and Sewer Utility Office located at 1 SE 9th Street, Suite 200, Evansville, IN 47708. Instructions for virtual access will be provided in advance of the meeting through a notification to both known plan holders and external plan rooms. Following the Mandatory Pre-Bid Meeting, there will be an optional walk-through of the project area at 1:00 PM (local time) at the Evansville Water and Sewer Utility Water Treatment Plant, located at 1300 Waterworks Road, Evansville, IN 47708.
