ON PROPOSED RESOLUTION ESTABLISHING A SANITARY SEWER
COST RECOVERY FOR SANITARY SEWER IMPROVEMENTS
PROJECT NUMBER 1119
NOTICE IS HEREBY GIVEN that a hearing will be held at 5:30 P.M., on October 06, 2025, in the City Council chambers of the City of Watertown upon the following Cost Recovery Resolution hereto appended and published herewith at which time the City Council of the City of Watertown shall consider any objections to the Cost Recovery Resolution by owners of the property liable to be assessed for the sanitary sewer improvements and may adopt the proposed resolution with or without amendment. The roll is filed in the office of the Finance Officer and is open for public inspection during regular office hours. A Interested parties are welcome to give written or oral comments.

PROPOSED RESOLUTION ESTABLISHING A SANITARY SEWER COST RECOVERY TO BE LEVIED UPON CERTAIN PROPERTY SPECIFICALLY BENEFITTED BY A SANITARY SEWER PROJECT 1119
BE IT RESOLVED by the City Council of the City of Watertown, South Dakota, as follows:
WHEREAS the City of Watertown has authorized the construction of a sanitary sewer project, Project Number 1119, which includes installation of approximately 6,744 lineal feet of sanitary sewer and related appurtenances; and
WHEREAS the costs of this project, including construction and the cost of money will initially be borne by the City of Watertown; and
WHEREAS this project is a public improvement, which will directly benefit the property through or adjacent to which the sanitary sewer is constructed; such property is located within Sections 16, 17, 20 and 21, Township 117 North, Range 52 West of the 5th Principal Meridian; and
WHEREAS the construction of this public improvement will not result in any direct benefit to the City; and
WHEREAS the public necessity and convenience of the City requires a portion of the costs of this public improvement be repaid by the benefited property owner(s)
WHEREAS The NE Interceptor Sewer Project #1119 was completed in July of 2012 with a final cost of $310,565.80; the land within Sections 16, 17, 20 and 21, T117N R52W and tributary to the Sewer Project #1119 totals 968 Acres in size and is considered most likely to develop and utilize Sewer Project #1119 and has therefore been identified as the Cost Recovery Service Area; and the per acre project cost is therefore calculated to be $320.83.
NOW, THEREFORE, BE IT RESOLVED, that a portion of the total cost of the sanitary sewer project described herein be recouped by the City in the following manner:
1. Each property within Sections 16, 17, 20 and 21, T117N R52W and requesting service from the Interceptor Sewer Project 1119 shall be allocated its pro rata share of the project cost according to the acreage of property to be served by the sewer; and,
2. The per acre cost so allocated shall be equal to the actual 2012 per acre project cost of $320.83 multiplied by a time value factor, and
3. The time value factor shall be calculated at the time of building permit or plat approval, and shall be equal to the current U.S Bureau of Labor Statistics reported Consumer Price Index for All Urban Consumers (CPI-U) divided by the July 2012 CPI-U of 229.104; and
4. Pro rata share shall become due and payable, to the City of Watertown upon of any building permit or recording of any plat.
