NOTICE OF PUBLIC HEARING
GREENWICH TOWNSHIP LAND USE BOARD

PLEASE TAKE NOTICE that a public hearing before the Greenwich Township Land Use Board will be held on October 9, 2025 at 7:30 PM in the Greenwich Township Municipal Building, 321 Greenwich Street, Stewartsville, New Jersey. Because of the possibility that more people will appear at the October 9, 2025 public hearing than can be accommodated in the meeting room in the Municipal Building, an alternate location has been established at the Greenwich Township Emergency Squad building located at 515 N. Main Street, Stewartsville, NJ. Live streaming video with audio will be provided at this alternate location to allow participation by people who cannot be accommodated in the meeting room at the Municipal Building. At this hearing, the application of The Tinsley, Greenwich Township NJ LLC (the "Applicant"), the owner of Block 31, Lot 12, more commonly known as 717 NJ Route 173, Township of Greenwich, County of Warren and State of New Jersey (the "Property"), for Preliminary and Final Major Site Plan approval and C-variance approval will be heard. The Applicant seeks to construct a light manufacturing building of approximately 185,850SF with related infrastructure including 74 trailer stalls, 32 loading docks, 4 drive-in ramps, 35 van parking stalls, and 300 parking stalls, along with landscaping, lighting, road widening and stormwater management facilities. Access to the Property is proposed on Route 173. The Property is located in the ROM Zone District, which permits light manufacturing as a permitted use in the zone. As a result of the proposed development the Applicant is seeking the following variances of the Greenwich Township Code pursuant to N.J.S.A. 40:55D-70(c): Right-Of-Way Improvements (§16-10.4.n.) where all new uses in nonresidential zones are required to provide curbs, sidewalks, and shade trees within the street right-of-way where none are proposed; Pedestrian Walks (§16-18A.6.1.4.) where curbed pedestrians walks, not less than 8 FT wide, shall be provided between every second battery of parking alternating with landscaped islands as required and no pedestrian walks are proposed; Stream Corridor Setback (§16-4.16.) where no building, parking, or other disturbance shall be located within 250FT from the edge of the Musconetcong River and 160FT is proposed; Frontage Buffer (§16-4.14.d.(1).(d)) where a monument sign is proposed in the frontage buffer, which may not be permitted; Transition Buffer (§16-18A.6.s.(1)(a)) where a limit of disturbance measuring 100 feet shall be established from a property line that abuts with or is located across from a right-of-way or access easement from a residential zone or use and driveway improvements and a monument sign are proposed within 100FT; Transition Buffer (§16-18A.6.s.(1)(b)) where existing vegetation within the limit of disturbance shall be preserved and the proposed driveway will cause disturbance; Transition Buffer (§16-18A.6.s.(1)(c)) where clearing and grading within the limit of disturbance is prohibited and approximately 10% of the limit of disturbance buffer is proposed to be disturbed; and, Site Lighting(§16-12B.2.(b)) where an average 0.5FC on vehicular area is required and up to 0.72FC is proposed. The Applicant is requesting a design waiver for Maximum Industrial Driveway Width (§11-2.3.g.2.) where a maximum industrial driveway width of 35FT is permitted and 40FT +/- is proposed. During the course of this Application, the Applicant may seek any additional variances and/or waivers as required by law or by the Greenwich Township Land Use Board.
The application filed by Applicant will be on file with the Greenwich Township Land Use Board located at Greenwich Township Municipal Building, 321 Greenwich Street, Stewartsville, New Jersey at least ten days prior to the public hearing and may be inspected by all interested parties during normal business hours.
